Recently, the Nghe An Department of Finance issued a document requesting districts and towns in Nghe An to collect more than 10 billion VND that had been paid in seniority allowances and teaching allowances to hundreds of officials and teachers who were seconded to work at the district and town Departments of Education and Training in the past time. In addition, the department also requested not to continue paying the above allowances to specialists who are seconded teachers because they are not in accordance with regulations. This incident has caused many specialists who used to be teachers, principals, and vice principals of schools to simultaneously ask to return to their schools to do teaching work.
Experts from the Department of Education and Training of Dien Chau District (Nghe An), and competent teachers were mobilized to work here.
The transfer of teachers, principals and vice principals to work as specialists at the Department of Education and Training of districts has been carried out by Nghe An province since 2012, due to the lack of specialists. In addition to salaries, these people receive seniority allowances and teaching allowances for participating in training. However, in 2018, the Nghe An Department of Finance "blew the whistle" when it said that the payment of preferential allowances according to the official dispatch of the Nghe An Provincial People's Committee was no longer in accordance with the spirit of Decision No. 42 of the Prime Minister on reserving preferential allowances for teachers assigned to work in educational management, because Decision 42 had expired since May 2015.
Recently, the Nghe An Department of Education and Training sent a document to the People's Committee of Nghe An province stating that the seconded officials in the Department of Education and Training are teachers, participating in teaching but not being paid teacher allowances, which is not in accordance with regulations. Cutting the regimes will affect their job positions, because they are teachers, so it will affect the promotion regime of professional titles, and affect the implementation of the new salary regime in 2024.
According to Mr. Thai Van Thanh, Director of the Department of Education and Training of Nghe An, the seconded career officials in the Department of Education and Training are good managers and teachers with experience, professional and technical competence in school units. If they do not have any allowances, it will cause inequality in the regime among civil servants and public employees, causing the Department of Education and Training to lack workers, affecting the management and professional guidance.
To help the sector overcome difficulties, the Nghe An Department of Education and Training requested the Nghe An Provincial People's Committee to agree to let the district-level People's Committees arrange for managers and teachers from affiliated schools to work at the Departments of Education and Training and enjoy the working regime for teachers at schools in the central area. However, up to now, there has been no final decision from the Nghe An Provincial People's Committee.
