The "Digital Popular Education" movement was launched by Prime Minister Pham Minh Chinh, who also introduced the "Digital Popular Education" platform at https://binhdanhocvuso.gov.vn/ in March 2025.
According to the Ministry of Public Security , as the standing agency of Project 06, the "Digital Popular Education" platform – a national training and education platform implemented, managed, and operated by the Ministry of Public Security and the University of Technology – has been put into operation nationwide since April 1, 2025. This platform is designed to connect with other digital systems, effectively serving the national digital transformation effort.
Previously, on November 18, 2024, General Secretary To Lam directed and launched the "Digital Literacy Movement" with the focus on popularizing basic knowledge about digital transformation to all segments of the population, especially those in remote areas or who do not have access to technology.
With the goal of raising digital literacy, promoting a learning society, and building a solid digital foundation for sustainable development, the movement has received strong support from educational institutions and the community. Local authorities have also intensified activities to disseminate digital knowledge and skills to the people, contributing to the movement's widespread impact throughout the country.
Nevertheless, the "Digital Literacy Movement" still faces many obstacles, such as limited technological infrastructure in some remote areas, and a segment of the population, especially the elderly, still lacking information technology skills.
Therefore, in addition to finding solutions to overcome challenges, the proactive spirit and the nationwide planning and implementation of the "Digital Literacy Movement" by the Central Committee of the Vietnam Youth Union are highly commendable. In Vinh Long province alone, to date, youth union branches at all levels have established 105 "Digital Literacy Movement" teams, with over 1,500 youth union members participating.
These teams focus on disseminating information and supporting the popularization of basic knowledge and skills in information technology and digital skills among the people, as well as guiding and popularizing digital applications to serve daily life, production, and business...
The "Digital Literacy Movement" is a significant step forward in popularizing digital knowledge and skills for the entire population, contributing to the comprehensive and sustainable national digital transformation. For this movement to be more than just a short-term campaign; it requires the joint efforts of agencies, organizations, educational institutions, and the community to spread widely and empower all Vietnamese people to confidently enter the digital age.
