The "Digital Popular Education" movement was launched by Prime Minister Pham Minh Chinh and the "Digital Popular Education" platform was launched at https://binhdanhocvuso.gov.vn/ in March 2025.
According to the leader of the Ministry of Public Security , as the standing agency of Project 06, the "Digital Popular Education" platform - national training and education deployed and managed by the Ministry of Public Security and the University of Technology, has been put into operation nationwide since April 1, 2025. This platform is designed to connect with other digital systems, effectively serving the national digital transformation.
Previously, on November 18, 2024, General Secretary To Lam directed and launched the "Popular Digital Education" movement with a focus on disseminating basic knowledge about digital transformation to all classes of people, especially those in remote areas or those who do not have access to technology.
With the goal of improving digital literacy, promoting a learning society and building a solid digital foundation for sustainable development. Up to now, the movement has received strong support from educational institutions and the community. Meanwhile, localities have also increased many activities to popularize digital knowledge and skills for people, contributing to promoting the movement to spread widely throughout the country.
However, the "Digital Literacy for All" movement still faces many obstacles, such as limited technological infrastructure in some remote areas, and a segment of the population, especially the elderly, still lacks information technology skills...
Therefore, in addition to the need for solutions to overcome challenges, the promotion of the pioneering spirit and the activities of the Central Committee of the Vietnam Youth Union to develop a plan to implement the "Digital Popularization" movement nationwide are very welcome. In Vinh Long alone, up to now, the Youth Union at all levels has established 105 "Digital Popularization" teams, with over 1,500 union members and young people participating.
These teams focus on promoting and supporting the dissemination of basic knowledge and skills in information technology and digital skills to people, as well as providing guidance and dissemination of digital applications for life, production, business, etc.
The “Digital Literacy for All” movement is an important step in popularizing digital knowledge and skills for all people, contributing to promoting comprehensive and sustainable national digital transformation. In order for the movement to not only be a short-term campaign but a long-term journey, it requires the cooperation of agencies, organizations, educational institutions and the community so that the movement can spread strongly, helping all Vietnamese people confidently enter the digital age.
