No longer just a vague slogan or obscure terminology, in many communes and wards of the province, "Digital Literacy for the People" has become a series of concrete training sessions: How to install and use VNeID, make cashless payments, use online public services, and search for information on the National Public Service Portal... Participants are diverse, ranging from village and neighborhood officials, teachers, to small traders and the elderly...

The Department of Science and Technology (DST) is advising on and organizing the launch of the "Digital Literacy Movement" throughout the province, which includes promoting the organization of training courses and workshops on the application of digital technology and artificial intelligence (AI) on a large-scale online platform.

To date, 9,150 trainees have participated in the training course, including 6,776 officials, civil servants, and employees from Party, mass organization, and government agencies of the province; and 2,374 trainees who are members of youth organizations and community digital technology groups in various units and localities.

Specifically, the northern communes of the province coordinated with Mobifone Bac Kan to organize an online conference to launch the "Digital Literacy Movement" in 2025, providing guidance on the use of popular AI tools to 8 locations with the participation of 154 officials, union members, and young people.

The "Digital Literacy for the People" model connects teaching with the practical needs of learners. After completing the course, many people immediately apply what they've learned in their work and lives, such as: paying electricity and water bills via phone; submitting job applications online; looking up information about health insurance, land, etc.

Mr. Tran Cong Linh, Deputy Secretary of the Party Cell of Group 8b, Duc Xuan Ward, said: "Initially, many people were hesitant because they lacked understanding of technology and how to use smartphones to install applications. However, thanks to dedicated guidance and hands-on practice, many people have learned how to complete administrative procedures online, search for official information, and even open digital bank accounts..."

To ensure the smooth operation of the province's shared systems and software, the Provincial People's Committee has directed the Department of Science and Technology to guide units and localities in reviewing, updating, and reorganizing information systems and databases to serve the arrangement, organization, and operation of the two-tiered local government model in the province; and to coordinate with VNPT Bac Kan to effectively install accounts, configure the system, and manage and maintain the software's stable operation to meet the requirements of the new organizational model.

However, for this model to spread widely to every citizen, stronger support from all levels of government and specialized agencies is needed, along with persistent efforts in communication and guidance, especially in remote and disadvantaged areas.

According to Mr. Hoang Van Thien, Deputy Director of the Department of Science and Technology, "Digital literacy for the masses" is not just a figurative term, but also an approach suitable to the characteristics of the population and the uneven educational levels in many localities in the province. Digital literacy for the masses should start at the grassroots level, so that each citizen understands, knows, and proactively applies technology; only then will digital transformation truly come into life.
