The Department of Science and Technology (DOST) advised on organizing and launching the "Digital Literacy for All" movement in the whole province, including promoting the organization of training courses, training, and application of digital technology and artificial intelligence (AI) on a mass online platform.
To date, there have been 9,150 trainees, including 6,776 cadres, civil servants, public employees, and workers of Party agencies, unions, and provincial authorities; 2,374 trainees are union members, youth, and members of community digital technology groups in units and localities participating in the training course.
In particular, the northern communes of the province coordinated with Mobifone Bac Kan to organize an online conference to deploy the "Digital Education for All" movement in 2025, providing instructions on the use of popular AI tools to 08 points with the participation of 154 cadres, union members and youth.

The “Digital Education for All” model links teaching with the practical needs of learners. After completing the course, many people immediately applied it in their work and life, such as: paying electricity and water bills by phone; submitting job applications online; looking up information about health insurance, land, etc.
Mr. Tran Cong Linh, Deputy Secretary of Party Cell 8b, Duc Xuan Ward, said: At first, many people were hesitant because they did not understand technology and how to use smartphones to install applications. However, thanks to dedicated guidance and on-site practice, many people have learned how to do administrative procedures online, look up official information, and even open digital bank accounts...
To ensure that the province's shared systems and software operate smoothly, the Provincial People's Committee has directed the Department of Science and Technology to guide units and localities to review, update, and reorganize information systems and databases to serve the work of arranging, organizing, and operating the 2-level local government model in the province; coordinate with VNPT Bac Kan to properly install accounts, configure the system, and at the same time manage, operate, and maintain stable software operation, meeting the requirements of deploying the new organizational model.
However, in order for this model to spread widely to every citizen, stronger support from authorities at all levels, professional agencies and perseverance in propaganda and guidance work is needed, especially in remote areas.
According to Mr. Hoang Van Thien, Deputy Director of the Department of Science and Technology, “Digital Education for All” is not only a visual term, but also an approach that is suitable for the characteristics of the population and uneven education levels in many localities in the province. “Digital Education for All” right from the grassroots level, so that each person understands, knows and proactively applies technology, that is when digital transformation really comes into life.
