Binh Dinh finds investor for 1,500 billion VND waste treatment plant project

Greenity Binh Dinh Energy Joint Venture is the winning investor of the Long My Domestic Solid Waste Treatment Plant Project using waste-to-energy incineration technology. The joint venture won the bid with a waste treatment price of VND 390,000/ton.

Long My solid waste treatment area, Phuoc My commune, Quy Nhon city, where the Long My domestic solid waste treatment plant project is implemented, using waste-to-energy incineration technology.

The People's Committee of Binh Dinh province has just issued a decision approving the results of selecting investors to implement the project using land for the Long My Domestic Solid Waste Treatment Plant Project using waste-to-energy incineration technology.

Accordingly, the winning investor is Greenity Binh Dinh Energy Joint Venture located at 3-4N7B, Trung Hoa Nhan Chinh Urban Area, Nhan Chinh Ward, Thanh Xuan District, Hanoi City.

Greenity Binh Dinh Energy Joint Venture will have 60 days to negotiate, complete and sign a contract with Binh Dinh province.

The investor has a winning bid price of 390,000 VND/ton. This is the price of the state treatment service paid to the investor, including VAT and costs of treating fly ash, slag, and secondary waste formed from the process of receiving and treating domestic solid waste. The price is regulated by the People's Committee of Binh Dinh province to not exceed 430,000 VND/ton.

The Long My Domestic Solid Waste Treatment Plant Project using waste-to-energy incineration technology is implemented at plots A5 and A6 of the Long My Solid Waste Treatment Area, Phuoc My Commune, Quy Nhon City. The expected land area to be used is 100,400 m2 (this is the maximum area for the construction of the plant, not including the land area for the power line connecting the plant to the national power grid and the connecting traffic system).

The plant has a designed capacity to process 500 tons of domestic solid waste per day and night, generating electricity at a capacity of 15 MW. The scope of service is Quy Nhon City, An Nhon Town, Tuy Phuoc District and part of Van Canh District (in the long term, the volume of domestic solid waste will increase based on actual demand and expand the scope of service). The total investment of the project is at least 1,500 billion VND, which may be higher, depending on the technology and equipment of the investor.

According to the People's Committee of Binh Dinh province, the project is implemented to thoroughly treat domestic solid waste (and common industrial waste if investors have demand) with waste-to-energy incineration technology; secondary waste (ash and slag) after treatment is reused and recycled, contributing to reducing waste landfill, improving the environment, ensuring public health and sustainable urban development.

“The construction of the factory must use advanced, modern technology, thoroughly treat odors and dust, and not require waste classification at source; machinery, equipment, and processing lines must be new and unused,” Binh Dinh Provincial People's Committee requested.

The project has a 30-year operating period, calculated from the date the investor is decided to lease the land; the project implementation progress shall not exceed 2 years from the date of investor selection results.

The project was invited for bid by the Department of Economics , Infrastructure and Urban Areas of Quy Nhon City and posted on the bidding system on March 21, 2025.

It is known that the project also had 2 investors participating in the bidding but did not win the bid.

Specifically, Thuan Thanh Environmental Joint Stock Company did not win the bid because "the investor's partner was not evaluated as a construction contractor in the Joint Venture participating in the Lin Jiang Hangzhou Environmental Energy Project, so it did not achieve the maximum score for Experience in investing and constructing similar works and projects".

Meanwhile, the joint venture of Zhejiang Wangneng Environmental Protection Co., Ltd. and Deo Ca Construction Joint Stock Company failed to win the bid due to the reason that "the storage time of domestic solid waste does not meet the requirements in case of incidents and in case of sudden increase in capacity during holidays, Tet, etc."

It is known that this consortium includes 7 companies including Zhejiang Wangneng Environmental Protection Co., Ltd; Deo Ca Construction Joint Stock Company; China Everbright Environment Group Limited; China Harbour Engineering Company Limited; Natural Gas Compressed Investment and Import-Export Joint Stock Company; An Duong Petroleum Trading Joint Stock Company and Hanoi Liquefied Petroleum Gas Investment and Import-Export Joint Stock Company.

Among these members, An Duong Petroleum Trading Joint Stock Company has its head office at 3-4N7B, Trung Hoa Nhan Chinh Urban Area, Nhan Chinh Ward, Thanh Xuan District, Hanoi City. Mr. Vo Phi Long is the legal representative of An Duong Petroleum Trading Joint Stock Company and GREENITY Nam Dinh Energy Joint Stock Company …

In July 2023, the People's Committee of Binh Dinh province decided to cancel the bid and revoke the Decision approving the results of selecting investors to implement the Domestic Waste Treatment Plant Project at Long My Solid Waste Landfill.
The investor whose bid was canceled was the Joint Venture of Xuan Hieu Company Limited and Nam Thanh - Ninh Thuan Production - Trading Company Limited (the investor implementing the project was Nam Thanh Xuan Hieu Investment Company Limited) due to the reason that negotiations and contract completion were unsuccessful.
However, up to now, the People's Committee of Binh Dinh province is still resolving the recommendations of the investor consortium; including the reimbursement of investment costs of the investor who has carried out 2 items of leveling the ground and the public service road connecting to the project land.
