Decentralization of activities for Project Management Boards
Before the new province was established, Lam Dong 13 had provincial-level project management units in Lam Dong, Binh Thuan and Dak Nong (old) and 28 district-level project management units. The province agreed to establish 5 project management units under the Lam Dong Provincial People's Committee and 28 regional project management units under the provincial project management units.

Specifically, 3 regional project management boards were established, including: Project Management Board No. 1 (managing Lam Dong area before the arrangement); Project Management Board No. 2 (managing Binh Thuan area before the arrangement); Project Management Board No. 3 (managing Dak Nong area before the arrangement). 2 specialized project management boards were established, including: Lam Dong Provincial Traffic Project Management Board, on the basis of receiving the original status of the Project Management Board for Investment in Construction of Traffic Works in Binh Thuan Province (before the arrangement); Lam Dong Provincial Agricultural Project Management Board, on the basis of receiving the original status of the Project Management Board for Investment in Agricultural Works and Rural Development in Binh Thuan Province (before the arrangement). The two specialized project management boards perform the functions, tasks and powers for key projects, inter-regional projects and other projects assigned by the Provincial People's Committee... At the same time, 28 regional project management boards were established under Project Management Boards No. 1, No. 2 and No. 3.
Agree on the policy of establishing the Land Fund Development Center under the People's Committee of Lam Dong province, on the basis of merging the Land Fund Development Center under the Department of Agriculture and Environment of Lam Dong province; the land fund development department under 10 Project Management Boards for construction and public works in Lam Dong province (before the arrangement) and the land fund development department under 8 Project Management Boards and Land Fund Development in Dak Nong province (before the arrangement).
28 regional project management boards under provincial project management boards continue to implement and complete unfinished projects; in addition, they still carry out specialized works, including sanitation works (when the Public Service Supply Center at the commune level has not been established)... Although directly under the provincial project management board, the regional project management boards are affiliated public service units, but have legal status, assets, seals and independent accounting... Project management boards No. 1, No. 2, and No. 3; 2 specialized project management boards and the Land Fund Development Center mainly implement key projects of the province, without affecting the operations of the affiliated regional project management boards...

At the meeting to arrange and consolidate the Project Management Boards held on July 10, Chairman of the Provincial People's Committee Ho Van Muoi emphasized: The activities of the Project Management Boards must not stop for a single day, although the legality is affected due to the change of the name of the operating area and the lack of a seal... but the biggest impact is the site clearance leading to slow progress in disbursing public investment capital... The Chairman of the Provincial People's Committee requested that the regional Project Management Boards under the Provincial Project Management Boards must not disrupt their activities and must report to the provincial leaders how much work will be completed by December 31, 2025...
Difficulties and obstacles due to changes in organizational models, investment procedures, etc., departments and branches review and advise the Provincial People's Committee to submit to the Provincial People's Council for research and adjustment. Contents related to compensation and site clearance must be the responsibility of the investor, but need the support of the entire political system... Regulations related to land price lists issued by the (old) Provincial People's Committee are still applied when there is no new document to replace them...
