Ministry of Construction pushes progress of transport projects due to low disbursement of public investment capital

The Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion investment project needs to start construction in 2025.

According to the report, the disbursement of public investment capital by the end of August 2025 of the Ministry of Construction only reached 36.7% of the plan, lower than the national average (46.3%). The main reason is that some projects have not met the set progress. In this situation, the Ministry of Construction requests:

- Urgently complete investment approval procedures for the following projects: Investment in the construction and expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway; Investment in the construction of the Lao Cai - Hanoi - Hai Phong railway; Investment in the completion of the Than Vu tunnel on the Eastern North - South expressway; Investment in the completion of the Nui Vung tunnel on the Eastern North - South expressway.

- For projects that have had feasibility study reports such as Ninh Cuong bridge on National Highway 37B; expansion of the North-South expressway in the East, Cam Lo - La Son section, units need to urgently appraise and approve design documents, estimates, and select contractors to start construction in 2025.

- For projects scheduled to be completed in 2025 , investors and project management boards direct contractors and consultants to further speed up implementation progress and resolutely handle delayed contractors and consultants, especially for important national projects and key projects.

The Ministry of Construction also emphasized: for projects scheduled to start construction and be inaugurated in 2025 but not meeting the plan, units must clarify the causes, determine the responsibilities of related organizations and individuals, promptly report and propose handling measures according to regulations.

In addition, the Ministry requires strengthening discipline and order in disbursing public investment capital, strictly handling collectives and individuals who intentionally slow down progress according to regulations; immediately replacing weak officials with limited capacity and responsibility; resolutely handling negative and corrupt behaviors in the management and use of public investment capital.
