In recent years, urban areas have increasingly demonstrated their role as the driving force and locomotive for socio-economic development of regions and the whole country, contributing about 70% of the country's GDP. The 13th National Party Congress has proposed the policy of "taking urban areas as the driving force for regional development" and set a target of about 45% urbanization rate by 2025; over 50% by 2030. At the same time, it identified one of the three strategic breakthroughs for the 2021-2030 period: "The focus is on prioritizing the development of key infrastructure for transportation and large urban areas"; "focus on building infrastructure and urban development"...

On January 24, 2022, the Politburo issued Resolution No. 06-NQ/TW on "Planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045". This is the Party's first specialized Resolution on urbanization and urban development, which has an important meaning and role in the country's socio-economic development to 2030, with a vision to 2045. Implementing the Resolution, Vietnam's urban system continues to develop strongly, with many positive shifts, increasingly synchronous infrastructure, and many urban areas have initially transformed into smart, green urban models.
The year 2025 is of special importance with many important events of the country. Especially for urban development, this is also a time of transformation for the whole country to implement the 2-level local government model, a major policy that has created a new beginning for fundamental innovation in urban governance and development in Vietnam. The year 2025 also marks the 10-year journey of implementing the 11th goal on sustainable development in the global effort to implement the 17 SDGs.
In that context, to concretize the new guidelines and policies of the Party, National Assembly, and Government on urban development in the new period, the Ministry of Construction and the Central Policy and Strategy Committee coordinated with the Vietnam Construction Association, the Vietnam Urban Planning and Development Association, the National Digital Transformation Agency, the Ministry of Science and Technology and development partners such as the Swiss State Secretariat for Economic Affairs SECO, the German International Cooperation Organization GIZ, the World Bank WB, the French Development Agency AFD, and the United Nations Human Settlements Program UN HABITAT to organize the Vietnam Urban Sustainable Development Forum 2025.
The Forum includes 3 thematic workshops and a plenary session: "Innovation - Driving force for smart urban development in Vietnam"; "Safe and climate-resilient urban areas towards green and sustainable growth"; "Modern urban planning and management to improve the quality of life in Vietnamese urban areas"
The plenary session: “Vietnam Urban Forum 2025, smart, sustainable and inclusive development” is the key activity, aiming to summarize the discussion results of the thematic workshops and focus on the orientations and key tasks of Vietnam's urban development in the new period. Exhibitions on planning and models of smart, green, climate-resilient cities and smart urban construction technologies will be held in parallel with the workshops.
The Forum has received the participation and constructive contributions of domestic and international experts, gathering many initiatives and proposals on mechanisms, policies, and breakthrough solutions, creating a premise for sustainable urban development, promoting the position and resources for innovation and creativity in urban development. Here, key issues will be discussed such as: Solutions to improve the efficiency of urban planning, management, and operation; mobilizing and allocating resources for green and smart urban development; policy mechanisms for urban digital transformation; modern urban development management model; solutions to adapt to climate change, prevent natural disasters, reduce emissions; linking urban development with the rural construction process.
The Vietnam Urban Sustainable Development Forum 2025 is an annual activity held to celebrate Vietnam Urban Day on November 8. The Forum's activities also practically respond to Vietnam Law Day on November 9. The organizing units hope that through the Forum, they will promote cooperation programs and plans between the Central Government and localities, between ministries, branches, cities and organizations and development partners.
Thereby promoting innovation and developing the urban system with open policy mechanisms, liberating resources, arousing the desire for innovation and creativity, applying science and technology, creating a breakthrough development of the urban system, shifting from increasing quantity and scale to focusing on quality, effectively using resources, intelligence, responding to climate change, green transformation, connection and aiming for sustainable development goals.
The Forum's activities also practically contribute to the formation of specific solutions, realizing the determination of the Party, State and the whole society in building a synchronous, sustainable and modern Vietnamese urban system, contributing to bringing the country to progress rapidly and firmly on the path of industrialization, modernization and international integration.
