
The forum attracted a large number of delegates from ministries, branches, localities, experts, domestic and international organizations.
In his opening speech, a representative of the Ministry of Construction emphasized that 2025 is a time of special importance, marking the period when the country shifts to a two-level local government model, opening up a fundamental innovation in urban governance and development.

At the same time, this is also the time to summarize 10 years of implementing the United Nations Sustainable Development Goal No. 11 on "Sustainable Cities and Communities", affirming Vietnam's commitment to implementing global sustainable development goals.
This year's forum includes three thematic workshops and a plenary session, focusing on discussing key issues such as: innovation in smart urban development, building safe urban areas, adapting to climate change, and improving the quality of urban life through modern planning and management.
At the workshops, many experts made proposals for creating smart cities based on science and technology, innovation, and digital transformation; smart urban planning - a new approach in urban management; and applying artificial intelligence in smart, sustainable city models.
In particular, experts proposed many solutions for Vietnam's urban development to respond to climate change in the 2026-2030 period, flood prevention solutions for coastal cities in the Central region, and urban drainage solutions to adapt to climate change in the Mekong Delta region.
International experts also provided many suggestions for building and managing smart cities. Among them, Mr. Sovanarith Sieng, urban development expert at the UN-Habitat Office (a United Nations program working towards a better urban future) in the Asia- Pacific region, proposed strategic infrastructure investment orientations for smart city development.
Ms. Elena Boni, coordinator at the UN-Habitat Office for Asia and the Pacific , proposed a multi-level policy framework to support Vietnam in achieving sustainable development and smart urban development.
The leader of the Ministry of Construction said that the forum is an activity to celebrate Vietnam Urban Day (November 8). The content and initiatives shared at the forum will contribute to concretizing the Party and State's policies and guidelines on urban development, promoting innovation, digital transformation, mobilizing social resources for the development of a synchronous, modern and sustainable urban system; thereby, making practical contributions to the goal of industrialization and modernization of the country.
