Attending the conference were leaders from the following departments and agencies: Construction, Finance, Agriculture and Environment, Interior, Justice, and the Provincial Police; the Directors of the Phu Tho Regional Project Management Board, the Vinh Phuc Regional Project Management Board, the Phu Tho Land Development Center, and the Vinh Phuc Regional Land Development Center; and the Chairmen of the People's Committees of the communes and wards through which the projects pass.
Vice Chairman of the Provincial People's Committee - Quach Tat Liem delivered the concluding remarks at the conference.
At the conference, delegates heard reports on the status of projects in the area. Accordingly, in Phu Tho province, the inter-regional road project connecting the Ho Chi Minh Highway with National Highway 70B and National Highway 32C to Yen Bai has a total investment of 2,120 billion VND. The project is scheduled for completion in 2025. To date, the project has disbursed over 1,397 billion VND, reaching 97%. The inventory and approval of compensation plans have been completed at 100%; compensation payments have been made to 3,603 households, reaching 99.91%.
Regarding the project to renovate and upgrade the road connecting National Highway 32 with National Highway 70B in Phu Tho province to Hoa Binh province, it comprises 3 phases with a total road length of 43.834 km and a land area of approximately 75.5 hectares. The total investment is over 1,160 billion VND, of which 881.1 billion VND has been spent (Phase 2015-2020). Phase 2 (2021-2025) is currently underway with an investment of nearly 279.4 billion VND, of which 7.931/8.05 km of land has been handed over. Compensation and land clearance for 119 meters remains pending. Construction of the resettlement area in Yen Son commune (formerly Luong Nha commune) has been largely completed by the contractor and is currently being finalized for acceptance testing. The land use conversion for the resettlement area has been completed.
Regarding the Au Co Road renovation, reinforcement, and upgrading project, with a total length of 40.58km and a total investment of VND 1,496 billion divided into two phases, the cumulative disbursement to date has reached over VND 1,219.5 billion. Of the 7 planned resettlement areas comprising 86 plots of land, construction has been completed in 5 areas (61 plots), 1 area is under construction at 95% completion, and the detailed design for 1 area is currently being prepared.

For the Vinh Phuc area, the Capital Region Connectivity Infrastructure Project in Vinh Phuc province (Ring Road 5 - Capital and the section of the road along the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, then to National Highway 2C and Tuyen Quang) has a total length of approximately 26.7 km. The total investment is 1,800 billion VND. To date, localities have handed over 10.9 km of land to the investor and contractors, equivalent to 43%. The value of completed work to date is approximately 370 billion VND. The implementation period is until the end of 2025. The total land area expected to be acquired is approximately 133.27 hectares/2,703 households. It is expected that 82 households will be relocated to 6 resettlement areas with an area of 2.4 hectares and 2 public cemeteries will be expanded.
The disbursement results, including advances and payments for completed work from the beginning of the project to date, have reached nearly 703 billion VND. Of this, the disbursement of public investment capital for 2025 reached nearly 112.4 billion VND, equivalent to 16%.
The project to expand the central arterial road of the Me Linh new urban area has a total investment of VND 745 billion and a length of 3.26 km. The project location includes Phuc Yen Ward and Xuan Lang Commune in Phu Tho Province, and Tien Thang Commune in Hanoi City. The project implementation period is from 2021 to 2026. Currently, only about 53.13% of the land has been handed over to the construction unit. The cumulative value of disbursed public investment capital to date is over VND 411 billion, reaching 84.5%.
Regarding the project to renovate and expand National Highway 2, the Vinh Yen - Viet Tri section has a total length of 10.66km, passing through five communes: Hoi Thinh, Te Lo, Vinh An, Vinh Hung, and Vinh Thanh. Currently, some localities are in the process of appraising land acquisition maps, issuing land acquisition notices, inventorying and approving land prices for land acquisition and compensation, and relocating infrastructure such as electricity, telecommunications cables, and water pipes. The Vinh Phuc Regional Project Management Board has issued a document assigning officials to participate in the Project's Compensation and Land Clearance Task Force. Some localities have already handed over the land to the investor.

According to reports from investors and local authorities, many projects are currently behind schedule due to a number of difficulties and obstacles. The main reasons are land clearance and resettlement; lack of budget for determining specific land prices in many localities for compensation purposes; issues in determining the necessary and sufficient conditions for resettlement of people; some projects need adjustments in scale and location; and shortages of fill soil... In addition, there are some difficulties such as people not agreeing to accept compensation for land clearance due to disagreements over land prices; and a lack of decisive action from local authorities in enforcing land clearance.
At the conference, delegates contributed many ideas to resolve obstacles and accelerate the progress of transportation projects in the area, while also promoting public awareness campaigns.
Concluding the conference, Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, emphasized the particularly important role of transportation infrastructure in the local socio-economic development strategy, especially in the context of the province's recent merger. He stated that, in the past, the incomplete organizational structure during the implementation of the two-tiered government model had somewhat affected and disrupted the progress of some transportation projects.
To address this situation, Comrade Quách Tất Liêm assigned specific tasks to relevant units and localities. Accordingly, the Phu Tho Regional Land Development Center will continue to undertake land clearance for projects in the area. Resettlement areas will be directly implemented by the communes. In the Vinh Phuc area, the communes will continue to carry out land clearance tasks. For projects spanning multiple localities, the policy is to assign the responsibility to the Land Development Center, ensuring consistency and coordination.
Representatives from the commune authorities expressed their opinions at the conference.
The Vice Chairman of the Provincial People's Committee requested that departments, agencies, investors, and local authorities coordinate closely and promptly resolve difficulties and obstacles, especially in land valuation. Communes and wards need to compile and propose funding for detailed land valuation work in their areas. For resettlement areas with 1/500 scale planning, the Department of Construction needs to provide guidance and opinions soon to accelerate progress. Compensation and land clearance work must be thoroughly reviewed and comply with legal regulations.
In addition, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested the acceleration of land valuation for resettlement, the completion of procedures for land use conversion, especially for rice land and forest land, to facilitate the construction of resettlement areas. Policies supporting land clearance must be strict, transparent, lawful, and implemented within the stipulated timeframe. At the same time, strict checks should be conducted on cases of land use violations and violations of planning regulations.
The Vice Chairman of the Provincial People's Committee also assigned the two Management Boards the task of compiling information on the shortage of fill soil for each project, proposing solutions for exploiting soil resources, clearly identifying procedural obstacles, and then advising on solutions to promptly resolve them, ensuring that transportation projects are implemented on schedule, with quality and efficiency.
