Call for social resources
Mr. Nguyen Van Hao (96 years old, Binh Xa village, Binh Que commune) - one of the living witnesses of the two long resistance wars - is still lucid when talking about his days as an engineer paving the way for the legendary Dien Bien Phu and Truong Son campaigns. At the age of 21, he was honored to join the Party and has now completed 75 years of Party membership. In the memory of this old veteran, every inch of land and every span of bridge he built is imbued with blood, bones and the desire for independence.

Having been attached to his homeland since returning after the war, Mr. Hao has quietly lived with his children and grandchildren in a level four house that has weathered many seasons of wind and sun. Previously, he had received support to build a house from a program for policy beneficiaries with the amount of 60 million VND, but that house was given to his son, and he still lives in the old house, where the walls are not plastered, the low corrugated iron roof affects his health in old age.
Understanding that situation, on the evening of May 17, the People's Committee of Binh Que Commune coordinated with the Vietnam Fatherland Front Committee of the commune and other associations to organize a fundraising night and donate 100 million VND from socialized sources to support Mr. Hao's family to repair their house. Of which, 70 million VND was initially donated internally by local officials.

Ms. Hoang Thi Loan - Mr. Hao's wife shared: "He went through two resistance wars, witnessed the country's unification and prosperous development. We are extremely grateful for the regular care and visits from the government and organizations. These actions not only provide material care, but also bring spiritual pride to the whole family."

Not only Mr. Hao, for many years now, Binh Que has proactively integrated social mobilization work into activities to care for people with meritorious services. On every holiday, in addition to gifts from the Central, the province and the district, the commune has its own source of gifts from the mobilization fund to further support disadvantaged policy beneficiaries, demonstrating the solidarity of compatriots in a complete and timely manner.
Improve the lives of people with merit
According to statistics, Binh Que commune currently has 197 policy households, including 185 martyrs, 46 Vietnamese Heroic Mothers (all deceased), 17 war invalids, sick soldiers, 9 people with revolutionary contributions and 3 prisoners. With the characteristics of being a former revolutionary base, the work of gratitude in Binh Que has always been a regular and continuous political task.
In 2024, the commune closely coordinated with sectors and organizations to organize visits and gifts for the Year of the Dragon to people with meritorious services, with a total budget of nearly 270 million VND, including 64 million VND from the President, more than 200 million VND from the Provincial People's Committee and 5 million VND from the Commune People's Committee. On the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27), the commune continued to implement gift giving with a total budget of nearly 230 million VND.

In addition to implementing the policy of paying pensions, providing centralized and home-based nursing care in full and to the right subjects, the commune has also proactively surveyed and prepared records for exemption and reduction of non-agricultural land tax, and issued health insurance cards to 100% of meritorious people and their relatives. Notably, the work of reviewing and comparing records of meritorious people and unidentified martyrs' relatives has also been carried out synchronously with the coordination of the commune police, ensuring that the records are complete and in accordance with regulations.
The material and spiritual life of policy families in the area has been constantly improved. 100% of policy households have a standard of living equal to or higher than the average living standard of the people in the commune. There are no more policy families classified as poor households. Many households have also risen to develop their economy well through preferential loan support programs.

Mr. Le Van Thoi - Secretary of the Party Committee of Binh Que Commune said that Binh Que used to be a revolutionary base, so the responsibility of taking care of policy beneficiaries is put first. On every holiday, Tet, or important events, we organize visits, give gifts, and encourage the spirit of policy families.
“Taking care of people with meritorious services is not only implementing policies, but also a way for us to express morality, preserve and promote the tradition of patriotism, and show gratitude to previous generations. That is a vivid lesson for today's young generation. With specific, practical, and synchronous actions, Binh Que commune is gradually building the image of a serving government, a humane government - where morality and policy meet in every small thing, so that the tradition of "remembering the source of drinking water" will always flow in the daily life of the homeland" - Mr. Thoi said.
