As soon as storm No. 3 (Wipha) formed and was likely to directly impact Nghe An province, the Nghe An Provincial Military Command deployed synchronous response measures with the motto "4 on-site", determined not to be passive or surprised in any situation. With a spirit of urgency and responsibility, agencies and units actively followed the locality, proactively coordinated with local Party committees, authorities, and forces stationed in the area to stand side by side with the people to prevent and combat natural disasters.

To be ready to respond to the developments of storms and heavy rains in the coming days, Colonel Hoang Dinh Luan - Deputy Commander, Chief of Staff of the Provincial Military Command requested units to thoroughly grasp and strictly implement the telegrams of the Provincial Party Committee, Provincial People's Committee, Military Region 4 Command, and Provincial Military Command in storm prevention work. Commanders of units regularly monitor and update the storm situation, strictly maintain duty regimes, and be ready to mobilize when ordered.
