Provincial Party Committee members can serve as commune Party Committee secretaries after mergers.
The 11th Central Committee meeting of the 13th Party Congress approved a plan to merge 63 provinces and cities into 34, and reduce the number of commune-level administrative units nationwide by 60-70%.

According to Conclusion 150, the Politburo clearly stated that the personnel plan for provincial-level Party committees in localities subject to consolidation and merger includes those who are current members of the provincial-level Party committee, members of the standing committee of the Party committee, and members of the provincial-level Party committee's inspection committee.
For newly established communes, this includes Party committee members, standing committee members, and inspection committee members of district-level Party committees who, after their term ends, are transferred or assigned to the commune level, as well as incumbent commune-level Party committee members who generally meet the prescribed standards and conditions.
The Politburo also demanded that principles be upheld in personnel work, ensuring strictness, democracy, objectivity, transparency, fairness, and impartiality. Absolutely avoid any tendency towards localism, "group interests," or negativity in the assignment, placement, and recommendation of cadres.
The Politburo also emphasized that it will not consider, assign, appoint, or recommend for higher or more important positions those officials who have been disciplined during the 2020-2025 term, or who have committed violations or shortcomings according to the conclusions of competent authorities, or who have information about personal responsibility in cases, incidents, or conclusions that functional agencies are currently investigating, inspecting, or auditing.
Conclusion 150 of the Politburo also allows, at the time of consolidation or merger, for the number of vice-chairmen of people's councils, vice-chairmen of people's committees, and deputy heads of subordinate agencies and units to be higher than prescribed. At the same time, the assignment and arrangement of the number of Party committee members, standing committee members, and Party inspection committee members may be higher in some subordinate agencies and units.
However, after 5 years, the number and arrangement of personnel will be implemented according to regulations.
For Party committees at the commune, ward, and special zone levels (after mergers, consolidations, or new establishment), consideration may be given to appointing a provincial-level Party committee member as the Party committee secretary. In exceptional cases, if the Party committee holds a significant position, has a large economic scale, developed urban transportation infrastructure, and a large number of Party members and population, consideration may be given to appointing a member of the provincial or city Party committee's standing committee as the Party committee secretary.

Seeking the General Secretary's opinion on key leadership personnel for the provinces after the merger.
Regarding the personnel plan for key leadership positions in localities after mergers and consolidations (secretaries, deputy secretaries, chairmen of people's councils, chairmen of people's committees, heads of National Assembly delegations, and alternate members of the Central Party Committee who are members of the Standing Committee of provincial and city Party committees), Conclusion 150 clearly states that the Central Organization Department shall preside over and coordinate with relevant agencies and units to prepare and develop specific personnel plans, report to and seek opinions from the General Secretary, key leaders, and the Standing Committee of the Party Central Committee for guidance to finalize the personnel plans for key positions in localities, before submitting them to the Politburo and the Party Central Committee for consideration and decision according to their authority.
The Politburo requires ensuring strict and timely support to meet the requirements of leadership, guidance, and continuous operation of localities without interruption.
Regarding the personnel plan for Party committees, standing committees, and inspection committees at the provincial level after mergers and consolidations, and the assignment of Party committee members and standing committee members at the provincial level (after appointment) to leadership positions in subordinate agencies and units (excluding positions under the management of the Politburo and the Secretariat), the Politburo provides guidance on implementation through three steps: preparing and approving the personnel plan; reporting to the Central Organization Committee for comments; and then incorporating and finalizing the personnel plan.
Subsequently, provincial and city leaders assigned by the Politburo to co-chair meetings with the provincial and city Party secretaries involved in the mergers and consolidations, along with the standing committees of the merged provincial and city Party committees, will study, consider, and finalize the personnel plan to report to the Politburo and the Secretariat for consideration and appointment of personnel according to regulations.
Based on the personnel appointment decisions of the Politburo and the Secretariat, the Standing Committee of the provincial and municipal Party committees of the localities after the merger shall consider and decide on the assignment of Party committee members and Standing Committee members to assume leadership positions in subordinate agencies and units according to their authority and the decisions of the Politburo and the Secretariat, and the personnel plan of the Party committee that has incorporated the opinions of the Central Organization Department.
Appointing district leaders to lead newly established communes.
Regarding the personnel plan for the Party Committee, Standing Committee of the Party Committee, and Inspection Committee of the Party Committee at the commune level after their establishment, and the assignment of Party Committee members and Standing Committee members at the commune level (after their appointment) to leadership positions in commune-level units, the Standing Committees of provincial and city Party Committees shall base their decisions on the standards, conditions, structure, and number outlined in the new Politburo directive and relevant regulations.
At the same time, research the contents and requirements for developing the personnel plan for provincial-level Party committees mentioned above to concretize and guide the development and approval of the personnel plan for the executive committee, standing committee, and inspection committee of commune-level Party committees, and the assignment of Party committee members and standing committee members of commune-level Party committees to assume leadership positions in subordinate agencies and units for the 2025-2030 term.
The Politburo also noted that, before the closure of district-level administrative units and the establishment of new commune-level administrative units, the standing committees of provincial and city Party committees should proactively conduct a comprehensive review of district and commune-level cadre resources to develop plans for appointing Party committee members, standing committee members, secretaries, deputy secretaries; leading officials of departments and equivalents at the district level, and leaders at the commune level; and assigning, designating, arranging, and nominating personnel to hold leadership positions at the newly established commune level immediately upon their establishment.
According to the Politburo, this aims to ensure timely and uninterrupted operation, improve the effectiveness of the political system at the commune level, and better serve the needs of the people and businesses.
