The Central Committee gives opinions on the time and content of the 14th Party Congress

(Dan Tri) - On the second working day, the Central Committee discussed draft documents as well as the expected time, content and program of the 14th National Party Congress; Draft Election Regulations at the 14th National Congress.

On October 7, the 13th Central Conference continued its second working day.

In the morning, under the direction of Standing member of the Secretariat Tran Cam Tu, the Central Committee worked in the hall, discussing the draft documents to be submitted to the 14th National Congress of the Party; planning the time, content and program of the 14th National Congress of the Party.

Delegates also gave their opinions on the draft Working Regulations of the 14th Congress and the Election Regulations at the 14th Congress.

Next, the Central Committee discussed in groups about 3 contents: Report on the implementation of the 2025 socio -economic development plan, the 2026 plan; Report on the assessment of the implementation of the State budget in 2025, the 2026 State budget estimate and the 3-year national financial and budget plan for 2026-2028; The 5-year national financial plan for the period 2026-2030.

On the same afternoon, these contents continued to be discussed by the Central Committee in a discussion session in the hall, chaired by Prime Minister Pham Minh Chinh .

Regarding the socio-economic situation, General Secretary To Lam, in his opening speech at the 13th Central Conference, assessed the overall picture of 2025 as having a dominant bright color scheme.

Despite being affected by many unfavorable variables of the world situation and natural disasters and floods causing serious consequences, according to the General Secretary, we still maintain stability and development.

GDP in the third quarter of 2025 increased by 8.22%, and in the first 9 months it increased by 7.84%. Budget revenue in the first 9 months reached nearly 2,000 billion VND, equal to 97.9% of the estimate, with a trade surplus of nearly 17 billion USD.

It is expected that 15/15 main targets for 2025 will be achieved and exceeded. GDP growth rate in 2025 is forecast to reach 8.1-8.5%.

Despite many achievements, the General Secretary noted that there are still many internal problems in the economy that need to be addressed for more sustainable growth and development.

Emphasizing that 2026 is the first year of the new term, which is very important for implementing the Resolution of the 14th National Party Congress, the General Secretary emphasized that the target must be very high, especially economic growth must reach over 10%, GDP per capita must reach 5,400-5,500 USD, CPI growth rate must be about 4.5%.

“This is a mandatory requirement, but also an extremely difficult problem,” said the General Secretary.
