In the morning, the Party Central Committee worked in the hall, discussing draft documents to be submitted to the 14th National Party Congress; the expected time, content and program of the 14th National Party Congress. Along with that were draft working regulations of the 14th National Party Congress and election regulations at the 14th National Party Congress.

These are the contents discussed by the Party Central Committee in the group yesterday afternoon, October 6. Standing member of the Secretariat Tran Cam Tu, on behalf of the Politburo, chaired the working session of the conference.

After the discussion session in the hall, the Party Central Committee continued to discuss in groups, discussing the following contents: Report on the implementation of the socio -economic development plan for 2025, the projected socio-economic development plan for 2026; Report on the assessment of the implementation of the state budget for 2025, the state budget estimate for 2026 and the 3-year national financial and budget plan for 2026 - 2028. Along with that is the national 5-year financial plan for the period 2026 - 2030.

In the afternoon, the Party Central Committee worked in the conference hall, discussing the contents that the Central Committee had discussed in groups in the morning. Prime Minister Pham Minh Chinh chaired the conference on behalf of the Politburo.

Also on the afternoon of October 7, the Politburo met to give opinions on receiving and explaining the discussion opinions of the Party Central Committee at the conference.

Innovation in the country's development model

Previously, speaking at the opening session of the 13th Central Conference, General Secretary To Lam said that the documents of the 14th National Party Congress had been carefully prepared, updated, revised and supplemented many times.

The Document Subcommittee has refined and supplemented the core contents of 7 newly issued Politburo resolutions into the Political Report and determined that, so far, there are 17 new points in the draft documents submitted to the 14th Congress.

At this conference, the General Secretary asked delegates to continue to give their opinions to complete the document. In particular, focusing on affirming the key role of Party building and rectification work, continuing to innovate the Party's leadership methods, improving the Party's governing capacity and fighting strength; preventing corruption, waste, negativity, individualism, group interests, ideological, moral and lifestyle degradation.

The General Secretary also asked the Party Central Committee to give opinions on issues such as theories on innovation policies; streamlining the state apparatus; improving the operational efficiency of two-level local governments; decentralization; solving state-market-society issues; culture-people; education, training; healthcare...

Along with that is the establishment of a new growth model with science, technology, innovation, and digital transformation as the main driving force, identifying this as the central content of the country's development model; continuing to perfect the model of a socialist-oriented market economy, under the leadership of the Party, with State management; more clearly defining the leading role of the state economy; considering private economic development as the most important driving force of the economy.

In particular, the General Secretary proposed adding content for strategic autonomy orientation, innovation in development models, and effective accounting thinking in national development.
