Minister shares special mechanisms to create breakthroughs in law-making

(Dan Tri) - For the first time, there is a mechanism to guide the application of laws, increase publicity and transparency in law making and enforcement through two-way interactive channels... are new points in institution building.

These new points were mentioned by Minister of Justice Nguyen Hai Ninh at the press conference on the morning of October 9 to inform about the first Government Party Congress, term 2025-2030, when receiving questions from the press about breakthrough highlights in law-making work.

Record number of documents issued in one year

The Minister emphasized the spirit of the Resolution of the 13th Party Congress, considering the legal institution as "the breakthrough of breakthroughs" and requiring the work of institution building not only to remove bottlenecks in practice, but also to create competitive advantages and a solid legal foundation to mobilize all resources for socio -economic development.

Summarizing the important results, the Minister of Justice said that during this term, the Government Party Committee has advised the Politburo to issue many documents on law-making work. This includes submitting to the Politburo Decision No. 178 on controlling power, preventing and combating corruption and negativity in law-making work.

Along with the first-ever decision of the Politburo on controlling power in law-making, Minister Nguyen Hai Ninh said that recently, the Politburo issued Resolution No. 66 on innovation in law-making and enforcement with many very important orientations, innovative in both thinking and action.

Emphasizing the Government's attention to this work, the Minister of Justice said that since the beginning of the term, in addition to regular meetings, the Government has held 41 thematic meetings on law-making; submitted to the National Assembly for promulgation 121 laws and resolutions.

At the upcoming 10th session of the 15th National Assembly, the Government plans to submit to the National Assembly for consideration and approval about 55 draft laws and resolutions. “In total, it is expected that in 2025 alone, the Government will submit to the National Assembly for promulgation about 102 laws and resolutions. This is a record volume of work with the largest number of documents ever issued in one year,” the Minister of Justice emphasized.

According to him, the achievements in socio-economic development of the country in recent times could not have been achieved without the work of building legal institutions.

"In any field, if you want to do any work or innovate anything, you must first innovate the legal system," Minister Nguyen Hai Ninh reaffirmed that despite many difficulties, the work of building and perfecting institutions has made an important contribution to the country's development.

Many special new points in institution building

Sharing about innovations in the way of building and enforcing laws, the Minister said that the Law on Promulgation of Legal Documents has many innovations, including, for the first time, a mechanism to guide the application of laws.

“This is a very new mechanism and businesses and people are very supportive. For documents that have problems in application, we can absolutely make recommendations to competent authorities for guidance on the application of the law,” Minister Ninh emphasized, adding that this mechanism has solved many problems in practice.

In addition, more attention is paid to publicity and transparency in the development and implementation of laws. Evidence is that the Government has launched and operated the National Legal Portal - a very good two-way interaction channel between competent authorities, people, businesses, and local authorities on legal work.

“Instead of sending paper documents to each ministry to ask about issues related to the documents, now we do it on a digital platform, can publicly respond and publicly evaluate the results,” the Minister of Justice emphasized that this is highly appreciated.

In addition, the fact that the Prime Minister is the Head of the Steering Committee for reviewing and removing obstacles in the Government's law-making work, according to the Minister of Justice, is also a very special mechanism and has recently removed many obstacles.

Another new point is that this term has linked the work of organizing law enforcement with the work of law making. According to Minister Nguyen Hai Ninh, from 2,088 petitions reflecting difficulties and obstacles due to legal regulations of local authorities, enterprises, and people, the agencies have screened and identified 1,300 of which have been publicly responded to on the National Law Portal; 787 contents have been identified as having difficulties and obstacles that need to be handled.

"We are working with ministries and branches to handle urgent matters immediately according to the direction of the General Secretary," the Minister of Justice emphasized.
