The Ministry of Industry and Trade has issued Plan No. 2955/KH-BCT dated April 24, 2025 on supplementing and adjusting the plan to organize and arrange public service units under the Ministry of Industry and Trade in 2024-2025.

Accordingly, based on Resolution No. 11-NQ/DUB of the Standing Committee of the Party Committee of the Ministry of Industry and Trade at the meeting on April 17, 2025 and Plan No. 3262/KH-BCT dated May 16, 2024 on the organization and arrangement of public service units under the Ministry of Industry and Trade in 2024-2025.
The Ministry of Industry and Trade supplements and adjusts the plan to organize and arrange public service units under the Ministry of Industry and Trade in 2024-2025, implementing the organization and arrangement in the form of merging the College of Economics - Trade Technology and Hanoi College of Industrial Economics into universities under the Ministry of Industry and Trade.

Specifically as follows: Implement the original merger of the College of Economics - Technical Commerce into the University of Electricity. Implement the original merger of the Hanoi College of Industrial Economics into Sao Do University.
The Ministry of Industry and Trade assigns the Departments, functional Departments under the Ministry and public service units under the Ministry to organize the implementation of assigned tasks in Plan No. 3262/KH-BCT dated May 16, 2024 on the organization and arrangement of public service units under the Ministry of Industry and Trade in 2024-2025.
In which, the Department of Planning, Finance and Enterprise Management is assigned to continue to inherit and carry out the tasks assigned to the Department of Planning and Finance in Plan No. 3262/KH-BCT.
Preside over and coordinate with functional units under the Ministry to advise and assist the Ministry in performing tasks related to promoting financial autonomy, promoting the provision of public services according to market mechanisms, promoting the socialization of public services in the industry and trade sector and tasks specified in Resolution No. 19-NQ/TW, Conclusion No. 62-KL/TW, Resolution 38/NQ-CP, Notice 114/TB-BCĐĐMSTCBM, Resolution 255/NQ-CP dated December 31, 2024 of the Government.
Continue to carry out many important tasks
Assign the Department of Innovation, Green Transformation and Industrial Promotion to continue to inherit and carry out the tasks assigned to the Department of Science and Technology in Plan No. 3262/KH-BCT. Preside over and coordinate with relevant ministries, branches, localities and functional departments, colleges, research institutes, and universities under the Ministry to review the science and technology tasks assigned to colleges, research institutes, and other economic and public service units (if any).
At the same time, guide schools, research institutes and other economic and public service units to process, complete and retain records in accordance with the law to hand over to the receiving units for management and continue to perform assigned scientific and technological tasks during the implementation of the plan to arrange public service units under the Ministry of Industry and Trade in 2024-2025.
The plan also clearly states that the Department of Personnel Organization will continue to carry out the tasks assigned in Plan No. 3262/KH-BCT. Take the lead in coordinating with the functional departments and bureaus under the Ministry and schools to organize, direct and guide schools to develop a merger project report, submit it to the Ministry's leaders for consideration, and report to competent authorities for approval.
According to this plan, the University of Electricity and Sao Do University will continue to thoroughly implement Resolution No. 19-NQ/TW; Conclusion No. 62-KL/TW; Resolution 38/NQ-CP, Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization, and dissolution of public service units; Notice No. 114/TB-BCĐĐMSTCBM; Resolution 255/NQ-CP dated December 31, 2024 of the Government.
In addition, continue to thoroughly disseminate the implementation of the plan to reorganize public service units under the Ministry of Industry and Trade in 2024-2025 and the instructions of the Ministry of Industry and Trade on the organization and reorganization of training facilities, research institutes, and colleges under the Ministry of Industry and Trade to all cadres, party members, civil servants, and employees of the school.
In addition, preside over and closely coordinate with the Departments of Personnel Organization, Planning, Finance and Enterprise Management, Department of Innovation, Green Transformation and Industrial Promotion, Legal Affairs, and the above colleges to develop projects to merge colleges into universities according to the plan, ensuring compliance with legal regulations, report to the Ministry of Industry and Trade for consideration, and report to competent authorities for approval. This plan is part of plan No. 3262/KH-BCT.
