Ministry of Industry and Trade revokes the right to issue C/O, CNM and REX code from VCCI

The Ministry of Industry and Trade issued Decision No. 1103/QD-BCT on April 21 to revoke the right to grant C/O, CNM and REX code previously authorized to VCCI.

Specifically, according to Decision No. 1103/QD-BC, the Ministry of Industry and Trade revokes the right to issue Certificates of Origin (C/O), Certificates of Unchanged Origin (CNM) and receive registration of Certificate of Origin codes (REX codes) under the Generalized System of Preferences (GSP) of Norway and Switzerland, authorized by the Minister of Industry and Trade to the Vietnam Federation of Commerce and Industry (VCCI).

The Import and Export Department is responsible for notifying importing countries, relevant agencies, organizations and units at home and abroad about the change of the issuing agency for types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country; CNM, C/O form GSTP and REX code registration, from the effective date of this decision.

In addition, issuing C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country; CNM, C/O form GSTP and registering REX code smoothly, avoiding interruption and creating favorable conditions for traders.

Receive from VCCI contents related to the issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and registration of REX code during the period authorized by the Minister of Industry and Trade.

The Department of E-commerce and Digital Economy is responsible for ensuring the electronic data infrastructure at the Ministry of Industry and Trade's Electronic Certificate of Origin Management and Issuance System (eCoSys) to carry out the process of issuing electronic C/O and collecting fees for certification of goods origin (C/O); receiving REX code registration.

VCCI is responsible for stopping the issuance of all types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration from the prescribed time; at the same time, supporting traders to change the place of request for issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration;

Preside over or coordinate with competent authorities in inspecting, examining and verifying the origin of goods issued by VCCI during the period authorized by the Minister of Industry and Trade. This Decision takes effect from April 21, 2025.
