Reality is still inadequate
According to statistics, Hanoi city has 159,780 facilities under fire prevention and fighting management. Of these, 19,575 facilities are assigned to the police for management and 140,205 facilities are assigned to the commune-level People's Committee for management.
Regulations on decentralization of management have contributed to improving the effectiveness of fire prevention and fighting at the grassroots level, especially at the commune level, but have also given rise to many problems. Vice Chairman of Giang Vo Ward People's Committee Nguyen Anh Dung said that the ward is managing the state on fire prevention and fighting at more than 1,000 establishments. With such a large number of establishments, while the grassroots force is still small and professional expertise in fire prevention and fighting is limited, management work faces many difficulties.
In addition to human resource difficulties, when a fire occurs, slow detection and untimely fire alarms also cause difficulties in fire fighting and rescue work.
According to Major Nguyen Van Quang, Deputy Captain of the Fire Fighting and Rescue Team of Area 31 (Fire Prevention, Fire Fighting and Rescue Police Department, Hanoi City Police), through the recent fires that occurred in the area under the management of the unit, usually from the time the fire occurred until the time the City Police Command Information Center received the first fire alarm call was about 5 minutes. The fire fighting force also took the same amount of time to reach the scene and deploy fire fighting.
“Thus, on average it takes at least 10 minutes from the time the fire breaks out until the firefighters arrive, this is the “golden time” - the most important time to effectively extinguish the fire, limiting damage to people and property,” said Major Nguyen Van Quang.
In addition, the actual organization of fire fighting in many areas of the city shows that proactively grasping information, exploiting and effectively using water resources and traffic situation in the area where the fire occurred is one of the factors that determine the quality and effectiveness of fire fighting and rescue work. Having a database of water resources and traffic to promptly look up information for exploitation and use near the area where the fire occurred, notify the fire fighting commander, shorten the time to scout for water resources and traffic, reduce the number of people and vehicles that need to be mobilized to participate in fire fighting will contribute to preventing and reducing the number of large fires and fires with serious consequences.
Many benefits from databases
The database on fire prevention, fire fighting, rescue, and fire alarm transmission is stipulated in Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government , detailing a number of articles and measures to implement the Law on Fire Prevention, Fire Fighting, Rescue and Rescue.
The database system is built and managed uniformly nationwide by the Ministry of Public Security , ensuring requirements for security, network information safety, and information security. Declaring, updating data and connecting fire alarm devices brings many practical benefits, such as: Early detection, timely handling; complete and accurate information of data and meeting digital transformation requirements.
According to Decree No. 105/2025/ND-CP, by July 1, 2027 at the latest, heads of facilities subject to fire prevention and fighting management in the list must complete the equipment and connection of fire alarm transmission equipment to the database system on fire prevention, fire fighting, rescue, and fire alarm transmission.
To effectively deploy the database on fire prevention, fire fighting, rescue, and fire alarm transmission in Hanoi, Lieutenant Colonel Nguyen Tuan Duong, Deputy Head of the Fire Prevention, Fire Fighting, Rescue and Rescue Police Department, said that the unit's officers and soldiers have closely followed the instructions, quickly deployed training on reporting, updating information and installing fire alarm transmission equipment to 126 wards and communes in the city; ensuring "correct, sufficient, clean, and live" data, while strictly complying with information security regulations throughout the entire process of building, operating, connecting and sharing the database.
Colonel Pham Trung Hieu, Head of the Fire Prevention, Fire Fighting and Rescue Police Department, said that the declaration and updating of information of facilities under the management of the Fire Prevention, Fire Fighting and Rescue Police to serve the construction of a national database on fire prevention and fire fighting is a key task to realize the policy of digitizing and modernizing state management in this field. Thereby, contributing to improving the effectiveness of prevention work to minimize damage caused by fires and explosions, meeting the requirements of the tasks set out in the new situation.
“Every facility, enterprise, organization, and business household needs to realize that declaring and connecting fire alarm transmission equipment is not only a legal obligation but also a practical action to protect the lives and property of themselves and the community,” Colonel Pham Trung Hieu emphasized.
