In particular, focusing on issues of power supply in rural areas without electricity and developing local renewable energy related to EU support cooperation.

Wide coverage of rural electricity supply
Speaking at the meeting, Mr. Huynh Thanh Su - Deputy Director of the Department of Industry and Trade of Can Tho City said that the city currently has 364,313 households with electricity, reaching a rate of 99.97%. Of which, 100% of households in urban areas have electricity; this rate in rural areas is 99.91%. In order for rural people to use electricity safely, the Department of Industry and Trade and the city's electricity sector have been implementing many projects to build power grid infrastructure for rural areas from EU and KFW capital sources... Among them, there is the project "Rural electricity supply from the national grid, phase 2018-2020 funded by the EU", with a total approved and allocated capital of 58,811 billion VND.

This project aims to provide electricity to 1,412 households in 4 districts: Phong Dien, Thoi Lai, Co Do and Vinh Thanh. Currently, Can Tho has 2,088 customers installing and connecting rooftop solar power to the national grid, with a total capacity of more than 80,996 kWp...
Regarding renewable energy development , up to now, the entire city has developed 81MW of rooftop solar power, Can Tho city has no grid-connected solar power project.
According to Power Plan VIII, Can Tho city was approved for a biomass power project with a capacity of 100MW in Vinh Thanh district. However, in the Power Plan implementation plan in Decision 262/QD-TTg dated April 1, 2024 of the Prime Minister , Can Tho city does not have this project.
Mr. Huynh Thanh Su added that Can Tho City is currently in the process of developing and forming industrial parks, with 5 industrial parks in operation with a total area of 991.65 hectares. The industrial parks under formation include: Vinh Thanh Industrial Park (phase 1) with an area of 293.7 hectares; Phu My Industrial Park with an area of 600 hectares, ... and 04 industrial clusters: Binh Thuy, Vinh Thanh, Thoi Lai, Co Do, with a scale of each cluster of about 75 hectares, currently in the stage of calling for infrastructure investors. "Therefore, the resources for socio-economic development of the city in the coming time are very large, especially green and clean energy sources to meet the green standards of import customers in the world" - the leader of the Department of Industry and Trade of Can Tho City said.

Regarding Tra Vinh province, according to Mr. Vu Hong Duong - Deputy Director of Tra Vinh Department of Industry and Trade, rural power grid projects have been and are being invested in Tra Vinh province. In the past 10 years (period from 2014-2024), the electricity sector and localities have coordinated to implement investment in many rural power supply projects in Tra Vinh province, including 04 large projects with a total of about 40,705 households benefiting and many medium and low voltage lines invested to serve the daily life and production needs of the people, with a total capital of 717.6 billion VND. At the same time, many projects, upgrading, renovating, and building new medium and low voltage power grids have been invested in by Southern Power Corporation. Tra Vinh Power Company has invested regularly every year, in 2024 alone, investing in 24 medium and low voltage power grid projects with a total investment of 344 billion VND.
According to Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister approving the Plan for implementing the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, Tra Vinh province was approved for a project under the Rural and Mountainous Areas and Island Power Supply Program with a budget of VND 311 billion. In addition, on November 19, 2024, the Ministry of Industry and Trade issued Official Dispatch No. 9314/BCT-DL reporting to the Prime Minister to allocate VND 3 billion to Tra Vinh to implement the project under Subcomponent 1 - Vietnam - EU Sustainable Energy Transition Program (SETP Program) to supply electricity to 312 households from the national grid.

Regarding renewable energy, the Deputy Director of Tra Vinh Department of Industry and Trade stated that the projects have been granted investment policies and commercial operations: Renewable energy sources have generated a capacity of 505.10 MW, including 05 wind power plants put into commercial operation COD in 2021 with a total capacity of 322 MW, 01 solar power project operated in 2019, with a capacity of 140 MW, 1,149 rooftop solar power systems, capacity of 43.01 MWp.
Renewable energy sources are being deployed with a total capacity of 369 MW: Including 04 wind power projects, capacity of 344 MW, 1 biomass power project, capacity of 25 MW.
According to Decision No. 262/QD-TTg dated April 1, 2024 approving the Plan for implementing the National Power Development Plan for the period 2021 - 2030, with a vision to 2021, Tra Vinh province has approved 13 wind power projects with a capacity of 872.5 MW (including 05 transitional wind power projects with a capacity of 408.5 MW; 08 new wind power projects with a capacity of 464 MW); rooftop solar power with a capacity of 10 MW; waste-to-energy with a capacity of 10 MW; biomass power with a capacity of 25 MW and transformer stations and transmission and distribution lines to release capacity. Currently, Tra Vinh province is urgently selecting investors to implement the project in accordance with regulations, thereby meeting the demand for releasing capacity of renewable energy projects in the province by 2030.

Local recommendations and proposals to ensure sustainable energy development
Speaking at the meeting, Mr. Tran Viet Truong - Chairman of Can Tho City People's Committee proposed that the Ministry of Industry and Trade continue to allocate 446.24 billion VND to Can Tho City according to Decision 262/QD-TTg dated April 1, 2024 of the Prime Minister on supporting rural areas to develop socio-economy and provide safe electricity, ensuring social security.
The Chairman of the City People's Committee provided further information on the development and formation of industrial zones in the city and affirmed that the development of renewable energy sources to meet the demand for green and clean energy sources according to green standards is very necessary.
The city's leaders proposed that the Ministry of Industry and Trade pay attention to adding 100MW of solar power for Can Tho to the Decision approving the addition and update of the "Plan to implement the national power development plan for the period 2021-2030, with a vision to 2050"; at the same time, consider, update and add the Can Tho Biomass Power Plant project, with a capacity of 100MW in the period 2025-2030... contributing to helping Can Tho City ensure its green and sustainable economic development goals.

On the side of Tra Vinh province, Mr. Nguyen Quynh Thien - Vice Chairman of Tra Vinh province proposed that the Ministry of Industry and Trade should soon advise the Government to approve and allocate budget capital to implement the project under the program of supplying electricity to rural mountainous areas and islands of the province. In addition, the Ministry of Industry and Trade should soon provide guidance on procedures for projects implemented under the direct electronic purchase and sale mechanism (DPPA) according to Decree No. 80/2024/ND-CP dated July 3, 2024 of the Government, especially self-production and self-consumption projects to implement green hydrogen projects. At the same time, there should soon be a legal mechanism to facilitate coastal provinces with potential to develop offshore wind power.
"The province has identified the development of renewable energy projects as a key task for Tra Vinh to become the energy center of the region," emphasized the leader of Tra Vinh province.
Mr. Julien Guerrier, Ambassador, Head of the Delegation of the European Union to Vietnam shared and proposed to promote the development of cooperation on renewable energy between Can Tho City, Tra Vinh Province and EU countries... The Vietnam - EU Sustainable Energy Transition Program (SETP) will have a non-refundable official development assistance (ODA) capital of 142 million Euros. This is an affirmation of the close cooperation and long-term commitment of the EU to the goal of sustainable energy transition in Vietnam, towards zero emissions by 2050.
We have many years of partnership with the Ministry of Industry and Trade, Vietnam Electricity Group. Currently, the Mekong Delta has an important position contributing to economic development, including Can Tho City and Tra Vinh Province. In particular, in this region, we are interested in the following areas: Water resource management, green energy, green transformation, circular economy... In our "Global Gateway" Plan, we plan to continue investing in these localities in the coming time.

At the working session, Deputy Minister of Industry and Trade Nguyen Hoang Long and members of the working delegation acknowledged the reality and recommendations on the situation of rural electricity supply and development of renewable energy sources in Can Tho City and Tra Vinh.
Deputy Minister Nguyen Hoang Long said that the Government's direction encourages the development of rooftop solar power. Vietnam's goal is to develop at least 50% of households to install rooftop solar power, so the Government has just issued Decree No. 135/2024/ND-CP dated October 22, 2024, stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power, opening up the maximum capacity of less than 100 kW.
This Decree also stipulates mechanisms and policies to encourage the development of self-produced and self-consumed solar power installed on the roofs of construction works of industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production facilities, and business establishments invested and constructed in accordance with the provisions of law.
The Deputy Minister of Industry and Trade stated that in the coming spirit, in reviewing the VIII Power Plan, opportunities will be opened for the development of renewable energy, wind power and solar power. Localities, including Can Tho and Tra Vinh, will proactively study, review, calculate and report to the Ministry of Industry and Trade early on the structure of this resource so that the Ministry can take into account in its adjustments. With the orientation of opening up more to all localities. Encourage organizations and individuals to decide to install a battery storage system (BESS) to ensure safe and stable operation of the power system.
The delegation visited the De Heus rooftop solar power project at the De Heus Can Tho factory producing pangasius feed in Tra Noc Industrial Park, Can Tho city with a capacity of 240,000 tons/year and an investment capital of 18.6 million USD. The factory's rooftop solar power system has a capacity of 458 kWp and is expected to help reduce 470 tons of CO2 per year.
