On October 28, the Lai Chau Provincial Border Guard Party Committee held a conference to review 15 years of implementing Directive No. 590-CT/ĐUQSTW dated October 4, 2010 of the Standing Committee of the Central Military Party Committee (now the Central Military Commission) on continuing to promote the development and implementation of the Grassroots Democracy Regulations in the Army (Directive 590).

Implementing Directive No. 590, in recent years, the implementation of the Democracy Regulations in units under the Lai Chau Provincial Border Guard has had many positive changes. The awareness of Party committees, commanders at all levels and officers and soldiers about the implementation of the Grassroots Democracy Regulations is increasingly complete.

The contents of the Grassroots Democracy Regulations are regularly disseminated and thoroughly understood to soldiers; the responsibilities, obligations and powers of soldiers are increasingly promoted; activities to promote democracy have become more in-depth; the leadership role of grassroots party organizations and commanders at all levels has been promoted.
Over the past 15 years, the Standing Committee of the Party Committee, the Head of the Lai Chau Provincial Border Guard Command and the Party Committees and commanders of agencies and units have organized 680 democratic dialogue meetings/33,479 turns of officers and soldiers; promptly responded and satisfactorily answered the recommendations and proposals of officers and soldiers, and prevented the phenomenon of petitions and complaints going beyond the level.

Concluding the conference, Colonel Nguyen Van Hung, Party Secretary and Political Commissar of Lai Chau Provincial Border Guard, requested units to continue to thoroughly grasp and seriously implement the instructions and guidance of superiors on implementing the Grassroots Democracy Regulations; fully implement the regime of activities on Political and Cultural Spiritual Day, Party Day, Law Day, the "Group of 3" model, effectively promote the suggestion box, and publicize the phone numbers of unit leaders and commanders. Continuously improve the quality of inspection and supervision of the implementation of the Grassroots Democracy Regulations, promptly commend and reward collectives and individuals who practice criticism and self-criticism democracy well; resolutely rectify and handle collectives and individuals who violate the regulations...
On this occasion, the Lai Chau Provincial Border Guard Party Committee awarded certificates of merit to 2 collectives and 8 individuals with good achievements in implementing Directive No. 590.
