Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers ( Ministry of Education and Training ), said that in recent years, the number of lecturers at higher education institutions in Vietnam has increased rapidly, gradually improved in quality, and gradually integrated internationally. However, compared to the requirements of innovation in higher education and the trend of globalization, the teaching staff still shows many shortcomings. Therefore, it is necessary to continue to strongly innovate to meet the requirements of higher education development.
In the coming time, the Ministry of Education and Training will continue to advise competent authorities to adjust preferential and specific policies to develop the university teaching staff.
According to Mr. Duc, the Law on Teachers passed by the National Assembly and effective from January 1, 2026 stipulates: Teachers' salaries are ranked highest in the administrative career salary scale system.
“The Ministry of Education and Training is developing a Decree on salary policy for teachers. In it, it is determined that teachers' salaries will have a higher specific coefficient than other professions in the administrative system. The Ministry also aims to pay salaries according to job position and work efficiency; put teachers in the right role and position to pay salaries and have more appropriate policies,” said Mr. Duc.
Mr. Duc added that the Ministry of Education and Training also proposed that professors' salaries be included in the salary scale of senior experts.
Regarding the preferential allowance for the profession, the Ministry of Education and Training also proposed an appropriate increase for university lecturers. “Resolution 71 of the Politburo only mentions the adjustment of allowances for preschool and primary school teachers; however, to ensure the overall harmony of the whole system, the Ministry also proposed an adjustment for university lecturers,” said Mr. Duc.

In addition, according to Mr. Duc, a number of other preferential policies such as allowances based on the nature of work and region; training and development support; periodic health care support, etc. will also be specified in the documents guiding the implementation of the Law on Teachers.
In addition, Mr. Duc said he will specify the provisions of the Law on Teachers on policies to attract and promote highly qualified people, with special talents and abilities, and high vocational skills working in a number of key fields to become teachers.
At the same time, the Ministry will increase the autonomy of universities in recruiting teachers, and regulate the recognition of permanent lecturers for good experts working at public service units. The Ministry will also develop a project to attract foreign lecturers, remove administrative barriers, and simplify procedures to invite international experts, professors, and overseas Vietnamese intellectuals to return to the country. In addition, it will create more favorable conditions for receiving international funding and aid for research and training.
Regulations on professors, associate professors, doctors or teachers working in specialized fields are allowed to retire at an older age (no more than 5 years for teachers with a doctorate degree; no more than 7 years for teachers with the title of associate professor; no more than 10 years for teachers with the title of professor).
According to statistics from the Ministry of Education and Training, nationwide there are more than 82,000 full-time university lecturers (the public sector has about 70,000 lecturers). Of these, there are about 750 professors, more than 5,900 associate professors, nearly 30,000 PhDs and about 50,000 masters.
Currently, lecturers' salaries in public higher education institutions are applied to the salary scale according to the civil servant ranks with salary coefficients as prescribed in Decree 204/2004/ND-CP of the Government (in which, lecturers have salary coefficients from 2.34 to 4.98; senior lecturers have salary coefficients from 4.4 to 6.38; senior lecturers have salary coefficients from 6.2 to 8.0). This salary policy is applied generally to civil servants in public service units.
Regarding the preferential allowances for education sector officials as prescribed by the State, university lecturers are entitled to a 25% allowance; lecturers at pedagogical colleges and pedagogical faculties are entitled to a 40% allowance; lecturers teaching Marxist-Leninist sciences and Ho Chi Minh ideology are entitled to a 45% allowance. This preferential allowance is higher than that of some other professions.
