“The Ministry of Education does not interfere in the training of medical specialists”

(Dan Tri) - "The training of level I and II specialists has always been organized by the Ministry of Health," said Minister Nguyen Kim Son, affirming that the Ministry of Education does not interfere in the training of specialists.

This is one of the contents raised by Minister of Education and Training Nguyen Kim Son in the explanation after the discussion session on November 20 on contents related to education and training.

Previously, Deputy Minister of Health Nguyen Tri Thuc and many National Assembly delegates, when speaking, raised issues related to specialized and specialized training in the health sector.

Regarding this matter, the Commander of the education sector affirmed that the Law on Higher Education does not interfere with the management and training of medical specialties, but only stipulates general principles for training at the university, master's and doctoral levels in all sectors and fields within the scope of state management assigned to the Ministry.

According to Minister Nguyen Kim Son, specialist training programs are training in post-graduate specialized skills and competencies, under the management of the Ministry of Health , including specialized content of competency standards, clinical practice conditions, and training programs to grant degrees in the national system.

“Training in fields such as level I, level II, and level III specialists has always been organized by the Ministry of Health. The Ministry of Education and Training does not interfere in the training of these specialists,” Minister Son affirmed.

He said that in the draft Law on Higher Education, Article 8, Clause 2, Point d, has been amended to include the content of "specialized training programs in the field of health sciences, granting degrees to residents and specialists, managed by the Ministry of Health.

“This means that the Ministry of Education and Training does not manage this place. The Ministry of Education has never had the idea of ​​bringing the universities of the Ministry of Health under its control. Training of resident doctors, specialists I, specialists I, specialists III is still regulated by the Ministry of Health,” Mr. Son emphasized.

The Minister added that for other programs, the current training program standards are drafted by the Department of Science, Technology and Training of the Ministry of Health, meaning that the professional content is managed by the Ministry of Health, not the Ministry of Education and Training.

The Commander of the education sector believes that it is necessary to clearly distinguish between State management in the field of education and professional management. Accordingly, the Ministry of Education and Training manages the State through legal documents and has guidelines on standards, which does not conflict with the management of specific specialized units in their fields.
