- On the morning of October 23, a working delegation of the Ministry of Education and Training led by Mr. Pham Ngoc Thuong, Permanent Deputy Minister of Education and Training, inspected the work at the beginning of the 2025-2026 school year and the work of overcoming the consequences of natural disasters after storm No. 11 in Lang Son.
Working with the delegation were Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee; leaders and staff of specialized departments of the Department of Education and Training.

According to the report of the Department of Education and Training, the whole province currently has 647 units and schools. Right from the beginning of the 2025-2026 school year, the whole sector has directed 100% of educational institutions to review and fully prepare facilities and teaching equipment; balance resources, integrate national target programs to prioritize investment in schools in border areas, disadvantaged areas, and ethnic minority areas. The rate of general schools organizing two sessions/day has achieved high results, of which 100% of preschool, primary, secondary schools and 91.9% of high school facilities have implemented it. The Department has also completed the enrollment of students in the first grades, arranged enough teachers, especially for special subjects such as English, Information Technology, Music, and Fine Arts, ensuring stable teaching and learning activities right after the opening ceremony.
In parallel with the implementation of the new school year tasks, the education sector has proactively overcome the consequences of storm No. 11 (Matmo). In the province, 52 educational institutions were affected, with total damage to facilities estimated at more than 16.7 billion VND; by October 22, 48/52 units had basically completed the repairs, and 643/647 schools in the area had returned to normal teaching and learning.

After listening to the report, the members of the working group discussed and focused on clarifying the difficulties and problems of the industry such as the shortage of teachers in some specific subjects, the lack of classrooms and standard teaching equipment, especially in remote areas. Many opinions mentioned the need to improve the quality of the teaching staff, foster management and professional skills for commune-level officials in charge of the education sector in the two-level government model, as well as increase the application of digital transformation in management and teaching.

Speaking at the meeting, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the proactive spirit and effective coordination of the Lang Son education sector in implementing the school year's tasks, especially in the context that the province is operating a two-level government model. He emphasized that the decentralization, arrangement and management of education must be unified, flexible, ensuring efficiency, avoiding fragmentation and localization among localities; in which the Department of Education and Training needs to play a leading role in recruiting, mobilizing, arranging and using the teaching staff.
The Deputy Minister suggested that the province pay attention to investing in facilities, schools, and teaching staff, especially in disadvantaged and border areas, considering this a prerequisite to improve the quality of teaching and learning. At the same time, continue to improve the quality of managers and teachers, promote digital transformation, innovate thinking and educational methods, and combine two-session teaching/day with the actual conditions of each locality.
He affirmed that the Ministry of Education and Training will continue to accompany Lang Son province, supporting in training and fostering staff, guiding the implementation of new policies and removing difficulties in mechanisms, in order to help the province's education develop sustainably, meeting the requirements of innovation in the coming period.

Speaking at the meeting, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, sincerely thanked the Ministry of Education and Training for the attention, sharing and timely support for the Lang Son education sector after storm No. 11.
He emphasized that Lang Son province will continue to focus on investing in education, considering it a top priority in the local socio-economic development strategy. The province will direct the Department of Education and Training to proactively advise and propose appropriate mechanisms and policies, closely coordinate with central ministries and branches, especially the Ministry of Education and Training, to remove difficulties, improve the quality of comprehensive education, and meet the requirements of innovation in the new period.

On this occasion, the delegation presented gifts from the Ministry of Education and Training and benefactors to support units and individuals affected by storm No. 11 to quickly overcome difficulties and stabilize teaching and learning activities, with a total value of more than 4.3 billion VND.
