Ministry of Transport wants to tighten up on disguised contract vehicles

The Ministry of Transport proposes that contract vehicles are not allowed to pick up or drop off passengers for 3 consecutive days or more at the headquarters or another location.

The draft amendment to Decree 10 on the management of automobile transportation activities is being developed, in which the Ministry proposes that transport units are only allowed to sign contracts with people who rent the entire vehicle (including hiring the driver), and each trip is only allowed to pick up and drop off passengers at one location according to the contract.

In a month, each car is not allowed to make more than 10% of the total number of trips with overlapping starting and ending points according to the administrative boundaries of commune (ward) or district (county). Determining overlapping starting and ending points is done through data from the vehicle's journey monitoring device and information from the signed transportation contract.

According to current regulations, in a month, each car is not allowed to make more than 30% of total trips with overlapping starting, ending points or ranges.

Currently in big cities, there is a situation where Limousine cars are registered as contract cars but pick up passengers like fixed-route cars, creating many illegal stops. These cars also pick up and drop off passengers along the way, causing traffic insecurity.

According to the Vietnam Road Administration, contract vehicles "disguised as fixed-route vehicles" are concentrated in Hanoi and Ho Chi Minh City, traveling to provinces within a radius of less than 500 km, organizing continuous transportation between the two localities. The list of passengers for the outbound and return routes is not the same, such as Hanoi - Thai Binh , Hanoi - Quang Ninh, Hanoi - Ninh Binh...

These vehicles are picking up and dropping off passengers at certain fixed locations in the inner city without any barriers because current regulations do not have strict sanctions. Transport units change pick-up and drop-off points from one ward to another or from one district to another to circumvent the regulations.

Therefore, the Vietnam Road Administration proposed to tighten the operation of contract vehicles by regulating the ratio and scope of overlapping starting and ending points according to the administrative boundaries of provinces and cities.

The draft also proposes to stipulate that transport businesses will have their badges and signs revoked if they commit five speeding violations within a month over a distance of 1,000 km or three or more speeding violations within a day (not including speeding violations under 5 km/h).

This content also changes compared to the current regulation that a vehicle's badge will be revoked when there are 5 speeding violations in a month for every 1,000 km the vehicle travels.
