Ministry of Science and Technology promotes cutting administrative procedures, improving business environment

Implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, the Ministry of Science and Technology (MOST) has synchronously deployed many solutions to reduce and simplify administrative procedures (AP) related to production and business activities in the period of 2025 - 2026, with the goal of creating a favorable investment environment, enhancing national competitiveness and promoting innovation.

Immediately after Resolution No. 66/NQ-CP was issued, the Ministry of Science and Technology developed Plan No. 832/KH-BKHCN, assigning specific tasks to each affiliated unit to implement and review all 504 administrative procedures under the Ministry's state management, including 384 administrative procedures directly related to production and business. The review focuses on reducing investment and business conditions, specialized inspection products, technical standards and reporting regimes, especially reducing unnecessary or searchable document components and reducing processing time and compliance costs to create maximum convenience for people and businesses.

The plan to cut regulations related to business activities was developed by the Ministry of Science and Technology on the basis of ensuring harmony between administrative reform and requirements on safety, national security, public health and the environment. The Ministry especially focuses on completely eliminating the "ask - give" mechanism and shifting to the "service" spirit, reducing the time and cost of implementing administrative procedures, while improving the transparency and efficiency of state management, taking people and businesses as the center of service. Based on the review and research, the Ministry of Science and Technology submitted to the Prime Minister for consideration the reduction plan with a proposal to cut 245/664 business conditions, accounting for 37%, especially in some areas reaching a rate of over 50%; proposing to cut and simplify 210/384 administrative procedures (54.7%); The proposed time to resolve administrative procedures is shortened by 1,543 days, equivalent to 20.56% in the fields of science and technology, telecommunications, measurement, etc.; Compliance costs are reduced by VND 29,467.37 million, equivalent to 5.06% of the total initial cost.

Despite positive results, the rate of time and cost reduction in the field of intellectual property is still modest (about 1%). The main reason is that this field is strictly regulated by international agreements that Vietnam has participated in such as TRIPS, the Paris Convention, the Madrid Agreement, etc. According to these agreements, the requirements for the appraisal process are quite complicated, the review and settlement time is very strict, so it is impossible to propose a reduction.

Similarly, in the field of radio frequencies and telecommunications, although accounting for 112 administrative procedures, the reduction must be based on the foundation of recently issued decrees such as Decree 63/2023/ND-CP and Decree 163/2024/ND-CP. The Ministry of Science and Technology has removed many unnecessary document components in the process of developing these documents.

The Ministry of Science and Technology is one of the pioneers in decentralizing administrative procedures. As of June 2025, 121 administrative procedures have been decentralized to localities, especially in the fields of standards, measurement, and quality. The Ministry has also proactively reviewed and standardized 126 internal administrative procedures, of which 12 procedures have been approved for simplification by the Prime Minister.

Based on the implementation results and practical difficulties, the Ministry of Science and Technology recommends that the Government allow the application of specific mechanisms for areas such as intellectual property, nuclear radiation, and radio frequencies to ensure compliance with international practices; the Government Office provides more flexible guidance on methods for determining costs of compliance with administrative procedures, especially for specialized areas; ministries and branches increase data sharing and coordinate closely in developing and amending relevant regulations.

The Ministry of Science and Technology affirmed its commitment to continue to vigorously implement administrative reforms in accordance with the Government's direction. Cutting administrative procedures is not only a political task but also a driving force to promote growth, improve productivity and competitiveness of the fields under the Ministry's state management in the period of digital transformation and deep international integration.
