Ministry of Defense directs emergency response to storm No. 3 (Wipha)

On the morning of July 21, Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, signed a telegram to agencies and units in the Ministry of National Defense regarding emergency response to storm No. 3 (Wipha).

The General Staff of the Vietnam People's Army said that at 4:00 a.m. on July 21, storm No. 3 (Wipha) was at about 21.5 degrees north latitude; 110.4 degrees east longitude, in the northern area of Leizhou peninsula, China, 275 km east of the Quang Ninh - Hai Phong sea area.

This is a strong, fast-moving storm that will affect the North and North Central regions from the evening of July 21, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.

To ensure the safety of life and property of the people, the State and the army, and minimize the damage caused by the storm, the General Staff requests the above agencies and units to continue to thoroughly grasp and strictly implement the telegrams of the Prime Minister and the telegram of the General Staff on proactively responding to storm No. 3, not to be passive or surprised; strictly maintain the on-call regime at all levels, and closely monitor the developments of storm No. 3 ((Wipha).

The Border Guard continues to direct the border guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and functional agencies to continue counting vessels, promptly notify owners of vehicles, captains of vessels and boats still operating at sea of the location, direction of movement and developments of the storm to move to safe shelters or not enter dangerous areas; take measures to ensure the safety of people and vessels at anchorage areas, resolutely not let people stay on vessels, rafts, and aquaculture watchtowers before and during the storm.

Units inspect and review plans; reinforce and protect factories, key works, unfinished works and key areas at risk of flash floods, landslides or areas at risk of landslides, riverbank and stream bank landslides, low-lying and flooded areas; support people in reinforcing their houses, and organize the evacuation of people from dangerous areas and unsafe weak houses.

Prepare forces and means according to the motto "4 on-site" to promptly and effectively respond to situations and search and rescue. Ensure the safety of people and means for forces on duty.
