( Bqp.vn ) - On the morning of July 17, in Hanoi, the Ministry of National Defense held a conference to review administrative reform and digital transformation in the first 6 months of 2024. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense , Head of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense chaired the conference.

The conference was held online, connecting with 48 points across the army. Attending the conference at the Ministry of National Defense's bridge were Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense. Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, chaired the conference at the General Staff of the Vietnam People's Army bridge.

The conference assessed that since the beginning of 2024, administrative reform and digital transformation in the Ministry of National Defense have always received attention and direction from the Central Military Commission, the Ministry of National Defense, and leaders and commanders of agencies and units. Timely perfecting the Steering Committee for Administrative Reform and Digital Transformation at all levels, clearly defining the responsibilities of each member of the Steering Committee, the presiding and coordinating agencies, results, and specific products.
Administrative reform and digital transformation in the Ministry of National Defense have had many positive changes. The content of administrative reform and digital transformation has been included in the leadership resolutions of Party committees at all levels; administrative reform and digital transformation programs and plans have been developed and implemented promptly. The tasks assigned by the Government and the Prime Minister to the Ministry of National Defense and the targets and requirements for administrative reform and digital transformation set out in the plans and projects of the Ministry of National Defense have been basically completed, ensuring the quality and progress set out; the habit of sending, receiving, processing documents and handling work in the electronic environment has been formed in many agencies and units. The processes and procedures for handling internal work in a number of agencies and units have been reviewed, simplified, and restructured to suit the method of handling work in the electronic environment; thereby contributing to improving the effectiveness and efficiency of the direction, management, command and operation of leaders and commanders at all levels. Organized 14 conferences and thematic working sessions of the Head of the Ministry of National Defense with agencies and units; issued 73 directives and management documents of the Head of the Ministry of National Defense on administrative reform and digital transformation. The Ministry of National Defense organized 5 training conferences on administrative reform and related professional work. Completed the report dossier for the Government to submit to the National Assembly for consideration and approval of the draft Law on Defense Industry, Security and Industrial Mobilization with 100% of the delegates present in agreement; gave opinions on the Law on People's Air Defense; approved the dossier proposing the drafting of the Law on Amending and Supplementing One Article of the Law on Officers of the Vietnam People's Army.

The Ministry of National Defense has developed and submitted 5 decrees to the Government, the Minister of National Defense issued 30 circulars, reaching 130% of the plan for the first 6 months of the year; updated more than 1,200 legal documents and administrative documents of the Ministry of National Defense into the database of legal documents on military and national defense, serving the exploitation and search needs of agencies and units. 100% of administrative procedures and feedback and recommendations were resolved on time. The Ministry of National Defense ranked 2nd out of 21 ministries and branches in the index of assessing the quality of service to people and businesses in implementing administrative procedures and public services in real time in the electronic environment.

The conference focused on discussing the results of the implementation of administrative reform and digital transformation contents and tasks in the first 6 months of 2024 and key tasks, measures and solutions to promote administrative reform and digital transformation in the last 6 months of 2024. Thereby, it aimed to objectively, comprehensively and substantially assess the results of the implementation of the tasks assigned by the Government and the Prime Minister to the Ministry of National Defense; the goals, targets and tasks of administrative reform and digital transformation set out by the Ministry of National Defense in the programs and work plans for 2024 and assigned to agencies and units to take charge of implementation; at the same time, review and supplement new tasks in accordance with the practical situation, propose solutions and measures to successfully implement the contents and tasks of administrative reform and digital transformation in the last 6 months of 2024.
Promoting the spirit of "7 dares" in implementing administrative reform and digital transformation
Speaking at the conference, General Phan Van Giang affirmed that in the first 6 months of 2024, the Ministry of National Defense has completed the tasks assigned to the Ministry of National Defense by the Government, the Prime Minister, the Government's Steering Committee for Administrative Reform, and the National Committee on Digital Transformation. Some outstanding results include: Timely promulgation of institutionalization of the Party's viewpoints and policies into programs, plans, projects, and documents on administrative reform and digital transformation; basically completing the goals and requirements; creating a legal corridor to organize, implement, and successfully complete the tasks assigned by the Party and the State, meeting the requirements of state management of national defense; At the same time, lead and direct strict control of administrative procedures right from the stage of researching and proposing the development of legal documents and regularly review current administrative procedures to propose cutting, reducing, and simplifying procedures, contributing to improving the efficiency of management and provision of public services, creating favorable conditions for organizations and individuals in performing tasks, meeting the policies, requirements, and tasks of administrative reform and digital transformation in the Ministry of National Defense.

General Phan Van Giang also commended the agencies and units that have successfully completed the tasks of administrative reform and digital transformation in the first 6 months of 2024; at the same time, he noted the limitations and shortcomings that are bottlenecks hindering the implementation of administrative reform and digital transformation in the Ministry of National Defense at present, which are the issue of awareness, especially awareness of the necessity and effectiveness of administrative reform and digital transformation; habitual mentality, fear of applying new things, changing the method from manual and direct work to implementation in the electronic environment. Party committees and heads of agencies and units at all levels must identify that administrative reform, especially reform of administrative procedures and internal administrative procedures associated with digital transformation, implementing digital transformation in all aspects of work is an inevitable trend, a mandatory requirement in the current period; Therefore, leaders and commanders of agencies and units need to promote the spirit of "7 dares" of General Secretary Nguyen Phu Trong in implementing administrative reform and digital transformation.

In order to successfully complete the remaining contents and tasks of 2024 according to the programs and plans of the Ministry of National Defense and the tasks assigned by the Government and the Prime Minister, General Phan Van Giang requested Party committees and heads of agencies and units in the Ministry of National Defense to continue to promote propaganda and dissemination of the contents, inevitability and effectiveness of administrative reform and digital transformation, especially administrative procedure reform associated with digital transformation, internal administrative procedure reform and building databases and digital platforms to serve e-Government towards digital Government. Focus on researching and innovating propaganda contents and methods so that cadres and employees understand and apply them correctly and responsibly in practical work, in accordance with assigned responsibilities and tasks with the spirit of reform to create new motivation, new values, new successes; administrative reform and digital transformation must originate from intrinsic needs and create specific and practical products and values.
General Phan Van Giang noted that it is necessary to review the 2024 plans of the Ministry of National Defense and agencies and units on administrative reform, administrative procedure control, digital transformation, implementation of Project 06 and related plans to promptly implement remaining or uncompleted contents and tasks; for uncompleted targets, it is necessary to have a specific plan to make up for the progress, ensuring the completion of all tasks and targets in 2024.
General Phan Van Giang requested to resolutely overcome the shortcomings and limitations pointed out at this conference and in the inspection announcements and conclusions related to the 6 contents of administrative reform and digital transformation.
The tasks of administrative reform, e-Government development, and digital transformation assigned by the Government and e-Government to the Ministry of National Defense and according to the programs and work plans for 2024 are still numerous. Agencies and units continue to review and focus on implementation; promptly detect difficulties and bottlenecks, proactively remove them, make recommendations and propose to superiors to remove them, and complete all assigned targets and tasks to ensure quality, progress, and efficiency, General Phan Van Giang emphasized.
