Towards the 1st Congress of Hoa Thang Commune Party Committee, term 2025-2030: 3 "competitive" economic pillars in Hoa Thang

Interdependent collaboration

Before the peak of the rainy season, Hoa Thang commune, considered the "heart" of the famous Le region, resembles a watercolor painting in only two colors: green and white. Green comes from the gardens of the residents, the forests, the newly sprouted grass like leopard skin on the hills and sand dunes, and the solar power farms with their panels shimmering green in the sunlight. White comes from the waters of Bau Ong and Bau Ba (also known as Bau Trang); from the shifting sand dunes; from the clusters of greenhouses growing melons and vegetables along the DT 715 road; and from the wind turbines rotating majestically overhead. This picture illustrates the convergence of the three economic pillars of Hoa Thang: industry, tourism and services, and agriculture.

These three economic pillars are not unique to Hoa Thang but also belong to other coastal localities with similar potential, which Binh Thuan (formerly) emphasized developing 5-7 years ago. In some places, the merger of administrative boundaries between communes has diminished the favorable factors for the development of these three pillars. But for Hoa Thang commune, they suddenly become even stronger, complementing each other in a very clear way. For example, in the industrial sector, the former Hong Phong commune had a large land area and its electricity sector plan included numerous solar and wind power projects. The former Hoa Thang commune is similar. The merger of the two simultaneously creates a large area with abundant sunshine, wind, and prominent mineral resources to continue attracting investment in solar power, wind power, and titanium minerals in the future.

Looking back, this is the most unexpected industry to emerge, turning disadvantages into advantages. With only 9 solar and wind power projects operational and 2 solar power projects under development, the "heartland" of the Le area has quickly helped overcome the difficulties that had plagued it for over 45 years. This has driven up land prices in the region, provided residents with substantial compensation, and created jobs from the factories. As a result, in a short period, many families here built beautiful houses with unique designs and bought cars, marking a significant change in their lives.

Nevertheless, with the unwavering loyalty forged during the resistance war, the people here have not abandoned agriculture, even though everyone knows that the Le area has been planned as a high-tech agricultural zone of over 2,000 hectares. They have returned to investing in agriculture in a smarter way in areas that were previously abandoned. They find water by drilling wells, pumping water from ponds, digging water-collecting ponds in their gardens, and producing water-saving but economically valuable crops such as dragon fruit, greenhouse-grown cantaloupe, and various fruit trees... alongside traditional seed-bearing melons, sesame, and beans, totaling over 4,500 hectares.

On the other hand, nearly 400 hectares are still planted with scattered trees to stabilize sand in many areas, provide windbreaks, and create shade. In the offshore area, commercial shrimp farming, fish breeding, abalone farming, and marine fish farming are practiced, covering over 30 hectares to date. In addition, the amount of seafood caught ranges from 700 to 1,000 tons of various types, harvested daily in the morning and returning in the evening or afternoon, ensuring freshness from over 200 motorized boats, barges, and canoes.

All of this has created a "collection" of products that meet the needs and tastes of tourists who want to visit unique scenic spots, including giant wind turbines, want to experience garden life, and want to use and buy products on the spot to take home. Therefore, recently, in addition to the Bau Trang tourism experience, Hoa Thang also has a type of tourism combined with garden life, and the gardeners here know how to cooperate with each other, so they also have seafood drying in their yards, glistening in the sun...

Therefore, it can now be affirmed that in Hoa Thang, industry, tourism-services, and agriculture are all developing, but they do not cancel each other out; instead, they combine in a way that supports each other, creating a very solid three-legged foundation.

Like a three-legged stool

This three-pronged approach currently has weaknesses that need to be addressed, but its outstanding features help the Hoa Thang commune Party Committee unify its development goals very clearly. Among the key tasks and main solutions set out for the 2025-2030 term, the commune has identified that, first and foremost, it must focus on rapid and comprehensive economic development, effectively exploiting the existing potential and advantages of the locality. This includes promoting industrial development while ensuring environmental protection, by effectively exploiting the potential of mineral resources and renewable energy; encouraging factories to apply modern technologies to minimize environmental pollution; and encouraging investment in industries for preserving and processing agricultural, forestry, and aquatic products, as well as supporting industries for the deep processing of titanium...

In addition, the focus is on promoting the development of trade and services by encouraging and creating conditions to boost the development of economic sectors and investment in industries with strong growth potential in the locality, such as: eco-tourism, various forms of entertainment on the sea and sand, accommodation services, food and beverage services, and seafood processing and consumption... At the same time, people and business households are encouraged to take advantage of their strengths to expand and develop tourism, services, and trade at home, focusing on services based on a production and consumption chain model.

On the other hand, continue to accelerate the restructuring of the agricultural economy towards the application of modern technology, investing strategically in accordance with the advantages and specific conditions of the locality in a stable and sustainable manner; creating a strong transformation in all aspects of agriculture and fisheries associated with the application of science, technology, and high technology... Encourage effective investment in crops and livestock suitable to the local soil and climate that bring high economic value associated with animal husbandry.

Meanwhile, identifying breakthroughs in development also focuses on three key areas. Besides mobilizing resources to invest in a synchronized infrastructure system, making tourism a key economic sector of the commune; promoting digital transformation; and improving the quality of human resources to ensure efficient, effective, and effective operations in the three sectors of Industry, Trade and Services, and Agriculture.

According to Nguyen Duc Hai Tung, Secretary of the Hoa Thang Commune Party Committee, human resources play a decisive role in continuing to develop the three economic pillars of the commune to a new level. Therefore, immediately after the congress, the Party Committee will implement solutions to achieve this breakthrough. This includes not only ensuring revenue collection meets the target of 166.4 billion VND for 2025, ranking third among 124 communes, wards, and special zones in the province, but also aiming for the ultimate goal of improving people's lives, reflected in the target per capita income of 80 million VND/person/year by the end of the term.

The main targets to be achieved in Hoa Thang commune during the 2025-2030 term include: Building and maintaining an advanced new rural commune, aiming to achieve a model new rural commune after 2030; achieving the assigned revenue collection target; achieving the assigned annual land use right certificate issuance target; achieving an average per capita income of over 80 million VND/year; and ensuring 100% of officials, civil servants, and Party members proactively apply science and technology and digital transformation in their professional duties...
