At the meeting, the representative of the Department of Public Asset Management reported on the progress of construction and some main contents of the documents, thereby requesting the representatives of the leaders of the provinces and cities to give their opinions in the spirit of closeness to local realities. In particular, focusing on raising recommendations and problems so that representatives of specialized units under the Ministry of Finance can promptly explain and guide right at the conference.
The results of the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State show that there are still many assets that are not used or used for the wrong purposes. The scale of asset arrangement and handling due to the reorganization of the apparatus and administrative units is very large; it requires the determination of all levels and sectors to ensure effective asset handling, avoiding loss and waste of assets due to the reorganization of the apparatus and administrative units.

Implementing the conclusions of the Standing Committee of the Central Steering Committee on anti-corruption and waste, and implementing the Prime Minister 's telegram, the Ministry of Finance has established a Working Group to coordinate the review and handling of public works and real estate when arranging and streamlining the apparatus and administrative units to ensure effective use and exploitation, avoiding waste; reviewing projects, works, and headquarters under construction or approved for construction investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units between the Central and local levels.
At the Conference, local representatives also clearly reported specific difficulties and problems in the process of arranging, setting up, and handling headquarters, projects, and works when streamlining the apparatus.

In Tien Giang, there are currently 2,016 working offices and public service establishments (establishments) under management; 1,861 establishments continue to be used; 105 establishments are subject to internal harmonization (transfer between agencies, organizations and units under the management of the Ministry, central and local agencies); 50 establishments are redundant after the restructuring of the apparatus and administrative units (due to unsuitability in terms of location, usage needs, etc.); 50 establishments have houses and land that need to be received from central agencies.
In 2025, the competent authorities of Tien Giang province approved investment decisions for 44 projects. However, 38 projects were affected due to the streamlining of the apparatus and administrative units. The suspension and postponement of projects in the field of information technology when implementing the arrangement of administrative units and the organization of two-level local governments has affected the progress of implementing e-government and digital government in the province.

The use of existing headquarters is not in accordance with the previous function and the number of staff and workers, so it is necessary to spend money to repair the headquarters to suit the function and number of employees according to the regulations of the new organizational apparatus. The arrangement of the headquarters of 4 main agencies (Party Committee - Mass Organizations, Commune People's Committee and departments, Commune Police, Military agencies are not concentrated) in a certain area, affecting the coordination in handling work. The placement of the Administrative Center at the commune level has not been determined in the planning, affecting the long-term investment in works, projects, and agency headquarters. Tien Giang reuses the existing headquarters to arrange the headquarters of the new commune level when implementing the 2-level local government in accordance with the Central's policy.
In order for the arrangement, placement, and handling of public assets when implementing the arrangement and reorganization of administrative units to be unified nationwide and for local units to be more proactive in developing projects and plans, Tien Giang Province proposes that the Central Government have specific regulations on the forms of projects and plans related to personnel, funding, public assets, etc. so that localities can base on them to implement according to regulations.
At the same time, it is recommended that the Ministry of Finance decentralize the management and use of the Public Asset Management Software to the People's Committees at the commune level to be consistent with the construction of a two-level local government because the Software is currently only decentralized to the District Finance and Planning Department (by July 1, 2025, district-level agencies will no longer operate). At the same time, add features and functions for transferring assets by asset group so that when new commune-level administrative units are established, the transfer of assets from the old commune level to the new commune level will be convenient and quick.

To ensure that the handling of assets as well as the implementation of investment projects for headquarters are economical and effective after the administrative unit arrangement, the leaders of the Department of Public Asset Management requested the leaders of the 12 provinces and cities in the Southwest region to continue to organize training, guidance, dissemination and direction to fully and seriously implement the instructions of the Politburo, the Secretariat, the Prime Minister and legal documents, instructions of the Ministry of Finance in the arrangement and handling of assets when arranging the administrative apparatus. In particular, it is important to thoroughly implement the development of a plan for the arrangement and handling of assets; the project for the arrangement of administrative units, in the spirit of "running and queuing at the same time".
Particularly for surplus housing and land facilities, it is necessary to immediately develop a handling plan, ensuring "6 clarity" as directed by the Prime Minister, which are "clear people, clear work, clear time, clear responsibility, clear product, clear authority"; at the same time, regularly update newly arising surplus housing and land facilities to add to the plan.
