Ministry of Finance seeks opinions on decentralization, delegation of power and organization of 2-level local government

The conference was chaired by Comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Finance at the Hanoi bridge. Attending were comrades leaders of the Ministry, Departments, Bureaus and units under the Ministry of Finance and leaders of localities at the bridge points nationwide.

Thorough decentralization, improving the efficiency of state management

Implementing the Conclusion of the Politburo, the Secretariat, the direction of the Government and the Prime Minister on the development of decrees on decentralization, delegation of power, and assignment of authority associated with the implementation of the 2-level local government organization model, the Ministry of Finance has focused on reviewing 24 areas of state management of the Ministry and identified 563 contents, tasks, and authorities to propose decentralization, delegation of power, and arrangement of 2-level local governments in 233 legal documents. Of which: 58 contents have been implemented in laws and resolutions passed by the National Assembly at the 8th Session (October 2024) and documents guiding implementation, the remaining 505 contents of tasks, authorities to propose decentralization, delegation of power, and 2-level government.

At the Conference, the Ministry of Finance, ministries, central agencies and localities discussed and gave opinions on 05 decrees (in addition to 01 Decree drafted under a confidential process) and 07 Circulars to implement decentralization, delegation of power, and division of authority according to the 2-level local government model.

For a decree on the division of authority of local governments according to the 2-level local government organization model, including basic contents in the fields of development investment; bidding; requisition and confiscation of assets; land finance, management and use of public assets; tax management, prices, insurance business; state management of business households, cooperatives, cooperatives, and cooperative unions.

Regarding the 4 decrees on decentralization and delegation of powers in state management by sector and field, including the Decree on decentralization and delegation of powers in state management in the field of public assets; Decree to adjust decentralization and delegation of powers in the field of national reserves; Decree to adjust decentralization and delegation of powers in the field of statistics; Decree to adjust decentralization and delegation of powers in the field of taxes.

Urgently review legal documents, continue to promote decentralization

At the conference, representatives of localities and units reported on the implementation of decentralization and delegation of power in each specific task, discussed remaining problems to find solutions...

Implementing the direction, Nghe An Provincial People's Committee has focused on directing relevant departments and branches to research, closely coordinate and provide opinions during the process of drafting the Ministry of Finance's drafts. Nghe An Province highly agrees with the draft Decrees and Circulars drafted and consulted by the Ministry of Finance.

Speaking at the conference, comrade Trinh Thanh Hai - Director of the Department of Finance participated in giving specific comments on the decision on medium-term and annual public investment plans; on the authority to confirm the amount of compensation, support, and resettlement deducted from land use fees and land rent payable in the field of land finance and in the field of state budget management.

To help localities effectively and smoothly implement the Decrees and Circulars after they are issued, we respectfully request the Ministry of Finance to study and organize training conferences on each topic in the financial field to guide and remove difficulties and obstacles in the implementation process when organizing the 2-level local government model.

Concluding the conference, comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Finance said that in order to promptly institutionalize the Party's guiding viewpoints, the Conclusions of the Politburo and the Secretariat on implementing two-level local government, in a spirit of urgency and determination, the Ministry of Finance has presided over, developed and completed draft Decrees and guiding circulars in the management field of the financial sector.

Currently, the Ministry of Finance has a huge workload and the number of decentralized tasks is also the largest. Minister Nguyen Van Thang accepted the opinions of localities and units; requested units under the Ministry to urgently review legal documents to determine the contents that need to be amended and supplemented in the direction of promoting decentralization and delegation of power.

Thereby, creating a legal basis for the activities of state agencies, people and businesses to take place continuously and smoothly; at the same time, promoting decentralization from central agencies to local authorities, creating initiative for localities in implementation...
