Accordingly, in Cao Bang province, the Ministry of Finance assigned the State Reserve to issue (free of charge) 600 tons of national reserve rice, issue 20 sets of 24.5 m2 light lifeboats, 400 life jackets, 300 life buoys; 50 light life rafts; 4 sets of generators of various types (2 sets of 30K VA and 2 sets of 50K VA); 3 sets of drilling and cutting equipment, 6 sets of fire-fighting water pumps, 6 sets of rescue rope launching equipment to the People's Committee of Cao Bang province to promptly support people to stabilize their lives after natural disasters.

In Lang Son province, the Ministry of Finance assigned the State Reserve to issue (free of charge) 2,000 tons of national reserve rice to the People's Committee of Lang Son province to promptly support people to stabilize their lives after natural disasters.

The State Reserve Department said that in order to proactively have national reserve resources, ready to supply in all sudden and urgent situations before the rainy and stormy season, regional State Reserve branches proactively deploy solutions to be ready to respond to bad weather developments, ensuring the safety of people, property and national reserves.

The State Reserve Department regularly monitors information from the National Center for Hydro-Meteorological Forecasting to provide specific, appropriate instructions to regional state reserve branches. Ensuring the safety of assets and national reserves is one of the important tasks that the State Reserve sector pays special attention to.

This year's storm season has forecasted unusual weather developments. With the main motto of prevention, to have a plan to ensure the safety of people, assets, goods and warehouses of the industry, the State Reserve Department has directed the regional state reserve branches to review; develop scenarios and plans to prevent and combat storms. At the same time, closely coordinate with local authorities where there are warehouses and national reserve goods to proactively respond, overcome and promptly handle any situation that may arise.

Along with that, fully prepare plans, human resources, means and national reserve goods, ensuring readiness to organize issuance when there is a decision from competent authorities.

Implementing the direction of the Department, the State Reserve Sub-Departments in the localities affected by storms and floods have arranged forces to be on duty 24/7, promptly deploying response measures, ensuring absolute safety for goods and warehouses and maintaining adequate quantity and quality according to regulations.

In just a short time, two consecutive storms No. 10 and 11 made landfall in Vietnam, causing serious consequences. Due to the circulation of storm No. 11, heavy to very heavy rains occurred in the Northern region and Thanh Hoa, especially in many places in Thai Nguyen, Bac Ninh , Lang Son and Cao Bang, which were flooded and completely isolated. Many river systems in the provinces experienced exceptionally large floods, exceeding the historical level in 2024.

According to statistics from the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), as of 7:00 a.m. this morning (October 13), damage caused by floods after storm No. 11 was estimated at over VND8,720 billion (an increase of VND1,670 billion compared to 7:00 a.m. on October 12); currently, about 12,234 houses are still flooded.
