Ministry of Natural Resources and Environment works with Binh Thuan Provincial People's Committee on national mineral reserve area

Attending the meeting on the side of the Ministry of Natural Resources and Environment were leaders of the Vietnam Geological Survey, representatives of the Vietnam Minerals Administration and representatives of the Ministry's Office; On the side of the People's Committee of Binh Thuan province, there were representatives of the Department of Natural Resources and Environment and the Office of the Provincial People's Committee.

Speaking at the meeting, Mr. Phan Van Dang, Permanent Vice Chairman of Binh Thuan Provincial People's Committee proposed to adjust the removal of a total area of 38,830 hectares from the national mineral reserve area in the province, of which 28,200 hectares were proposed according to Official Dispatch No. 4918/BTNMT-ĐCKS dated August 23, 2022 and the proposed additional area removed from the reserve area is 10,630 hectares (including 3,945 hectares in the 70-year reserve area and 6,685 hectares in the 50-year reserve area); accordingly, the total area to continue to be demarcated for reserve is 43,870 hectares.

Mr. Phan Van Dang explained that the province needs more space to develop and attract very large-scale projects (special construction level, level 1, with long-term land use or project life cycle) in coastal areas, with favorable conditions for tourism development, to create the nucleus and driving force for socio -economic development for the province, but most of the coastal areas of the province are located in national mineral reserve areas.

Regarding the mineral reserve period, Binh Thuan Provincial People's Committee proposed to adjust it to: 37,915 hectares for 50-year reserve period and 5,955 hectares for 70-year reserve period.

Reporting at the meeting, Mr. Tran Binh Trong, Director of the Vietnam Geological Survey, said: According to the results of basic geological surveys on minerals and mineral exploration to date, titanium ore is distributed in Binh Thuan province with an area of about 1,100 km2 (accounting for about 13% of Binh Thuan province's area), with total resources and reserves of titanium ore investigated and evaluated at about 570 million tons (accounting for 92% of Vietnam's total titanium mineral resources).

According to the Planning for exploration, exploitation, processing and use of minerals in the 2021-2030 period, with a vision to 2050, issued by the Prime Minister in Decision No. 866/QD-TTg dated July 18, 2023, the total area of 18 titanium ore areas in Binh Thuan province mobilized into the Mineral Planning is 16,050.4 hectares with a total reserve and resources mobilized into the Mineral Planning of 124 million tons of heavy minerals.

Thus, the known titanium ore resources in Binh Thuan province that have not been considered for mobilization in the exploration and exploitation planning are very large and need to be considered for delimitation into the reserve area for management and protection, both to create favorable conditions for the implementation of socio-economic development projects during the reserve period in order to maximize resources, especially land in the national mineral reserve area, and to strictly manage the resources and reserve minerals.

Regarding the proposal of Binh Thuan province, the Ministry of Natural Resources and Environment issued Official Dispatch No. 5407/BTNMT-DCVN dated July 11 to seek opinions from 8 Ministries according to the provisions of Decree No. 51/2021/ND-CP of the Government on mineral management in national mineral reserve areas. To date, the Ministry of Natural Resources and Environment and the Vietnam Geological Survey have received opinions from 8/8 Ministries. Basically, the Ministries believe that the adjustment of the boundaries and reserve time of titanium mineral reserve areas in Binh Thuan province must ensure compliance with the provisions of the law on minerals and other relevant laws.

Regarding the adjustment of the reserve area boundary, the Ministry of Culture, Sports and Tourism and the Ministry of National Defense agreed with the proposed plan of the People's Committee of Binh Thuan province on adjusting and removing from the titanium mineral reserve planning an area of about 10,630 hectares in the districts of Bac Binh, Ham Thuan Bac and Phan Thiet city.

Director Tran Binh Trong said: According to the review results, the 10,630 ha area proposed by the People's Committee of Binh Thuan province not to be designated as a reserve is an area with concentrated titanium-zircon ore in red sand layer with large ore body thickness (from 63m to 120m, average 91m); heavy mineral content from about 0.5% to 0.6%, average nearly 0.6%; with a total resource of more than 90 million tons (accounting for 22% of the reserve resources of Binh Thuan province and 14% of the total titanium resources of Vietnam). The estimated value of the ore after selection for the three minerals Ilmenite, zircon and monazite is about 45 billion USD. This is an area with large resources, good quality, suitable for long-term mineral reserves.

However, in order to create conditions for the province to attract investment, develop tourism projects, and create a nucleus and driving force for socio-economic development for the province, the Vietnam Geological Survey recommends that the Ministry of Natural Resources and Environment propose to continue reserving the above-mentioned 10,630 ha area and stipulate the reserving period as 70 years. Adjusting the reserving period to 70 years is enough time to implement socio-economic development projects in this reserve area, while still ensuring the goal of reserving minerals for future needs.

Regarding the adjustment of the reserve period for Luong Son III area and the adjacent area (Tuy Phong-Bac Phan Thiet 1) from 30 years to 50 years, the Vietnam Geological Survey proposed that the Ministry of Natural Resources and Environment recommend maintaining the reserve period of 30 years for the scope of Luong Son III area and the adjacent area as the result in Document No. 86/TTr-BTNMT (area 79.75 km2; resources 82.492 million tons, accounting for 20% of total reserve resources) to ensure timely mobilization into the next Mineral Planning period, the period after 2050.

Speaking at the meeting, Deputy Minister of Natural Resources and Environment Tran Quy Kien agreed with the proposals of the Vietnam Geological Survey, and affirmed that the Ministry of Natural Resources and Environment will coordinate with relevant ministries and branches to report to the Prime Minister for consideration and settlement of the proposals of the People's Committee of Binh Thuan province on the basis of current legal regulations to create conditions for Binh Thuan province to remove "bottlenecks" for rapid and sustainable socio-economic development.
