Specifically, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to act as Deputy Head of the COP26 Steering Committee during Deputy Prime Minister Le Van Thanh's absence.
At the same time, the Prime Minister also consolidated and added 3 members to the COP26 Steering Committee, including: Minister of Natural Resources and Environment Dang Quoc Khanh - Standing Member; Minister of Transport Nguyen Van Thang - Member; Deputy Minister of Labor, War Invalids and Social Affairs Nguyen Thi Ha - Member.
According to Decision No. 2157 of the Prime Minister, the COP26 Steering Committee is an inter-sectoral coordination organization, performing the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks related to the implementation of Vietnam's commitments at COP26, ensuring compliance with the provisions of Article 3 of the Regulations on the establishment, organization and operation of inter-sectoral coordination organizations issued together with Decision No. 34/2007 of the Prime Minister.
The Steering Committee is responsible for directing and coordinating to help the Government and Prime Minister implement Vietnam's commitments at COP26; assisting the Government and Prime Minister in strengthening coordination of climate change response activities among ministries, sectors, localities and cooperation between Vietnam and international organizations, development partners and other countries.
In addition, direct the review and synchronous completion of mechanisms, policies, laws, strategies, and planning, promote administrative procedure reform to create a favorable environment, proactively take advantage of financial and technological support opportunities, and attract investment capital flows into infrastructure to respond to climate change, transform development models, and convert energy.
Direct the implementation of priority programs, projects and tasks to respond to climate change and energy transition to fulfill Vietnam's commitments at COP26; direct the settlement of procedures and removal of obstacles within the authority and responsibility of inter-sectoral and inter-provincial agencies to shorten the time for carrying out administrative procedures for investors.
The Ministry of Natural Resources and Environment is the standing agency of the Steering Committee, using the existing apparatus to organize the implementation of tasks assigned by the Steering Committee.
