Minister of Construction Tran Hong Minh and his delegation visited and surveyed the location of Luong Tai Station in Dai Dong commune.
The Lao Cai – Hanoi – Hai Phong railway construction investment project starts at the cross-border rail junction (Lao Cai province) and ends at Lach Huyen station (Hai Phong city). The main line is about 390 km long; the branch lines are about 28 km long; passing through 6 provinces and centrally-run cities: Lao Cai, Phu Tho, Hanoi , Bac Ninh, Hung Yen and Hai Phong. The total preliminary investment of the project is more than 203.3 trillion VND.
The project through Hung Yen province starts at Lac Dao commune and ends at Thuong Hong ward, with a total length of about 16.7km. Ensure compliance with specialized railway construction standards and regulations approved by the National Assembly for investment policy in Resolution No. 187/2025/QH15 dated February 19, 2025.
The railway route through Hung Yen province according to the plan from Trung Mau station (Hanoi) after crossing the Duong river will go down to the ground to set up Kim Son station, the route bypassing Pho Noi A Industrial Park and the current Lac Dao station of the Hanoi - Hai Phong railway.
At the working session, the delegation heard reports on the project progress, site clearance (GPMB) and resettlement area arrangement plans. Accordingly, the Lao Cai - Hanoi - Hai Phong railway project in Hung Yen province was added to the list of key projects of the province by the Provincial Steering Committee for Key Projects for the period 2021-2025 for supervision and direction. The Provincial People's Committee assigned the investor to communes and wards to carry out compensation, support, and GPMB. Through review, the estimated area of land recovered for project implementation is about 83.5 hectares. Localities have reviewed and planned to arrange 4 resettlement locations for people whose residential land area is affected by the project. Currently, localities are completing procedures for GPMB implementation, resettlement arrangement, etc.
To carry out the tasks according to the general progress milestones of the project, the province requests the Railway Project Management Board (Ministry of Construction) to urgently hand over the site clearance boundary markers so that localities have a basis to deploy and carry out the following tasks: Propaganda, investigation, statistics, detailed counting of affected households to serve the construction of resettlement areas, adjustment of land use plans. Guide localities in applying the specific mechanisms of the project to ensure compliance with regulations.
At the inspection, Minister of Construction Tran Hong Minh highly appreciated the proactive spirit and close coordination of the units and Hung Yen province in the preparation process for the project. Minister Tran Hong Minh emphasized that the Lao Cai - Hanoi - Hai Phong railway is an important national key transport project, creating favorable conditions for the import and export of goods, promoting the development of logistics and industry in the midland and mountainous areas of the North. The Minister of Construction requested the province to prepare well for the project groundbreaking ceremony on August 19, 2025.
Based on the province's proposal, the Minister of Construction requested relevant units under the Ministry, Project Management Board, design consulting units... to urgently complete the route centerline, basic road markings and handover to localities, on that basis, Hung Yen as well as the provinces can determine the scope, area, and perform tasks related to site clearance; closely coordinate with Vietnam Electricity Group to agree on a plan to relocate technical works of the electricity sector to ensure progress.
The Minister requested the province to continue reviewing related planning, proactively proposing mechanisms and policies to report to the central government for consideration and timely removal of difficulties and obstacles. Research and propose the implementation of a number of connecting traffic routes to maximize the effectiveness of the project. In particular, it is necessary to ensure the harmony of technical and environmental factors, associated with sustainable development, contributing to improving people's lives; focusing on resettlement arrangements for people affected by the project. Units and localities closely coordinate in pre-feasibility studies, ensuring project implementation in accordance with the general planning of the country and the province.
