Minister, Chairman of the Ethnic Committee Hau A Lenh works with Cao Bang and Bac Kan provinces

On the morning of November 23, Comrade Hau A Lenh, Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee chaired an online conference to work with Cao Bang and Bac Kan provinces on the situation of production and business, public investment, infrastructure construction, import and export, social housing, real estate market, administrative discipline; removing difficulties, obstacles and recommendations of the two provinces during the implementation process.

In 2023, the province's gross regional domestic product (GRDP) is estimated to reach 3.46%; the total public investment capital assigned by the province's competent authority is 6,972,742 million VND. The public investment capital plan is 5,340,589 million VND, of which the State budget capital is 4,082,966 million VND; the Central Government's additional capital is 59,444 million VND; the provincial capital is 1,166,500 million VND; the district's additional capital is 31,679 million VND.

As of November 15, capital disbursement reached VND 2,385,731 million, equal to 38% of the plan; public investment capital disbursement was VND 1,228,693 million, equal to 30.1% of the capital plan assigned by the Prime Minister . Allocated public investment capital was VND 6,281,278 million, equal to 90.1% of the total plan; unallocated VND 691,464 million, equal to 9.9%. The rate of timely settlement of administrative procedures at the provincial level was 98.03%; at the district level was 98.65%; at the commune level was 99.64%...

The province synchronously implements solutions to mobilize resources to carry out 3 strategic breakthrough tasks, remove 3 bottlenecks and bottlenecks to maximize the 5 available advantages of the province. Complete the Provincial Planning dossier for the period 2021 - 2030, with a vision to 2050, to submit to the Prime Minister for approval; approve the project and allocate capital to implement the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Investment Project...

During the implementation process, the provinces still have some difficulties and problems: Some socio-economic development indicators are not of high quality and are not sustainable such as: Budget revenue; number of communes meeting new rural criteria; some key industrial production units continue to face difficulties, products decrease, along with the decline in import activities, many key products have high tax rates (cars, machinery and equipment, coke, etc.), causing a sharp decrease in total state budget revenue in the area; the disbursement rate has changed but is still slow; attracting non-budgetary investment capital and foreign investment capital is still limited; site clearance work faces many difficulties...

Cao Bang and Bac Kan provinces recommend: Central ministries and branches have specific instructions on determining common transfer prices in the market under normal conditions to have a basis for determining land prices; allow provinces to proactively transfer career capital between projects of each National Target Program (NTP) in accordance with the actual implementation situation in the locality to use capital effectively and disburse central budget capital to implement NTP programs at the highest rate; urgently guide the implementation of the capital plan for the Village Savings and Loan Group model under Project 8 in the NTP in ethnic minority and mountainous areas; adjust the procedures for granting mineral exploitation licenses in the direction of shortening, simplifying, and reducing the time for granting mining licenses; have a mechanism for people in extremely difficult communes after reaching the new rural standards to continue to enjoy the State's support policies on health insurance cards, policies to support boarding students, and tuition exemptions; Soon issue guidelines for preliminary investigation reports, detailed investigation reports, and pollution treatment of soil pollution areas so that the province has enough basis to deploy and resolve voters' petitions as soon as possible...

At the conference, delegates focused on discussing and proposing solutions to overcome difficulties in budget collection, disbursement of public investment capital; import-export situation, overcoming difficulties for enterprises; providing capital to implement investment in electricity supply for villages without electricity; exporting ores; adjusting and increasing the level of food allowance for short-term vocational trainees; specific mechanisms for safe zones; supporting site clearance; promoting sustainable poverty reduction in localities; site clearance work; when documents issued by the Central Government are issued, ministries and branches will soon have instructions to promptly overcome difficulties...

Concluding the working session, Minister and Chairman of the Ethnic Committee Hau A Lenh suggested that the two provinces closely follow Resolution No. 01/NQ-CP of the Government on key tasks and solutions to implement the Socio-Economic Development Plan, State budget estimates and improve the business environment, enhance national competitiveness in 2023; review revenue sources, increase budget revenue; disburse public investment capital; take measures to remove difficulties, proactively resolve issues under local authority; ensure stable lives of people, basically complete socio-economic targets in 2023.

In implementing the National Target Program, the provinces direct functional units to strengthen propaganda work, mobilize people to understand, voluntarily participate, innovate propaganda forms suitable for the new situation; inspect, supervise, urge to remove difficulties right at the grassroots level, issues under the authority of the provincial level, issues beyond the authority of the Central Government to have timely handling measures. Strengthen coordination between ministries, branches and localities in directing, guiding, inspecting, and removing difficulties directly at the grassroots level; grasp the actual situation, report promptly for synthesis and have effective implementation solutions. Problems arising in practice during the implementation process need to be discussed for timely and effective resolution.

For the recommendations of the two provinces, the Ethnic Committee received, synthesized, researched and submitted them to competent authorities for resolution.
