Minister Do Duc Duy: It is necessary to digitize spatial data to enter a new era

The Department of Surveying, Mapping and Geographic Information of Vietnam needs to strengthen the construction, digitization, and management of national spatial data in a unified, interconnected, and synchronized manner with other national database systems.

Emphasizing that surveying, mapping and geospatial data are “digital resources,” “breath,” and play a key role in national management, planning and development, Minister of Agriculture and Environment Do Duc Duy requested the Department of Surveying, Mapping and Geographic Information of Vietnam to: Continue to build, digitize, and manage national spatial data in a unified, interconnected, and synchronized manner with other national database systems, meeting the requirements of building e-Government, orienting digital government, developing digital economy and digital society.

Along with that, the Department of Surveying, Mapping and Geographic Information of Vietnam needs to participate in connecting to the regional geospatial data infrastructure network; unite, strive to innovate, and be determined to excellently complete all assigned tasks in the coming term, together with the agricultural and environmental sectors, confidently step into the New Era - the Era of national growth.

Perfecting the system of policies and mechanisms

Sharing at the official session of the Congress of Delegates of the Department of Surveying, Mapping and Geographic Information of Vietnam, term 2025 - 2030, which took place on May 14, Minister Do Duc Duy acknowledged and highly appreciated the outstanding results achieved by the Party Committee of the Department of Surveying, Mapping and Geographic Information of Vietnam in the past term.

Specifically, in the 2020-2025 term, the Party Committee of the Department has achieved important results in perfecting the system of mechanisms and policies on surveying and mapping; key tasks on surveying, mapping and geographic information have been implemented methodically, scientifically and effectively.

The Party Committee of the Department also pays special attention to Party building, propaganda, and political and ideological education. The work of perfecting and arranging the organization and apparatus of the Department has been streamlined, operating effectively and efficiently in accordance with the policies of the Party and the State. The work of cadres has become increasingly systematic, the quality of cadres and party members has been improved. Inspection and supervision work has been strengthened, with focus and key points.

“Those outstanding results have significantly contributed to the completion of the Party Committee's political targets and tasks,” Mr. Duy assessed.

However, Minister Do Duc Duy also noted that in the context of the country entering a new development phase with the goal of achieving double-digit average growth in the 2026-2030 period, by 2030 it will be a developing country with modern industry and high average income - this also poses a great responsibility for the industry, including the field of surveying and mapping.

Therefore, Mr. Duy suggested that the Party Committee of the Department of Surveying, Mapping and Geographic Information of Vietnam should focus on effectively implementing the Industry Development Strategy to 2030, with a vision to 2045. In particular, the focus is on advising competent authorities to summarize, amend and supplement the Law on Surveying and Mapping, and at the same time perfecting institutions, policies, regulations and standards on surveying and mapping.

Along with that, the Party Committee of the Department needs to focus on promoting decentralization, delegation of power, reforming administrative procedures; building and updating the national geographic database and the national topographic map system, ensuring unity and synchronization on land and on Vietnam's seas and islands to serve state management and socio-economic development, ensuring national defense and security.

Digitizing spatial data in a unified and synchronized manner

Emphasizing that the development of science, technology, innovation and national digital transformation is an urgent requirement to make a key breakthrough for development, Minister Do Duc Duy requested the Department of Surveying, Mapping and Geographic Information of Vietnam to effectively implement Resolution No. 57-NQ/TW on the development of science, technology, innovation and national digital transformation.

Along with that, the Party Committee of the Department needs to actively advise, invest in research, application, and technology development to modernize the Surveying and Mapping Industry to meet the requirements of serving state management and socio-economic development, ensuring national defense and security and diverse social needs.

According to Mr. Duy, cartographic and geospatial data are “resources” as well as “breath,” “vitality,” and play a key role in national management, planning, and development. Therefore, the Party Committee of the Department needs to continue to build, digitize, and manage national spatial data in a unified, interconnected, and synchronized manner with other national database systems, meeting the requirements of building e-Government, orienting digital government, developing digital economy, digital society, etc.

Regarding border and boundary management, the Department needs to complete the demarcation and planting of land markers; demarcation of national borders at sea; and establishment of national sovereignty over Vietnam's seas and islands.

In addition, the Party Committee of the Department needs to coordinate with the Ministry of Home Affairs and localities to effectively manage administrative boundaries to serve the implementation of the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing two-level local government.

Mr. Duy also expressed his belief that the congress will create new motivation for all Party members in the Department in particular and in the Party Committees and Party Cells under the Party Committee of the Ministry of Agriculture and Environment to attend the Congress in general, to unite, make efforts to innovate and create, determined to excellently complete all assigned tasks; together with the agriculture and environment sector, confidently step into the New Era - the Era of national growth./.
