(TN&MT) - With 8 important groups of tasks to be carried out in the coming time, Minister of Agriculture and Environment Do Duc Duy believes that the new Ministry will continue to promote its valuable traditions, unite, make efforts to overcome difficulties and challenges and achieve the best results.
At the ceremony to announce the National Assembly's Resolution on the establishment of the Ministry of Agriculture and Environment and the Decision on personnel work on the afternoon of March 1, Minister Do Duc Duy emphasized that this is a very meaningful milestone, marking the time of establishment and official operation of the new Ministry.
Ministry of Agriculture and Environment shows the spirit of "running and queuing at the same time"
"Personally, I was very moved when the Politburo assigned me to introduce the Prime Minister to submit to the National Assembly for approval and the President to appoint me to the position of the first Minister of the Ministry of Agriculture and Environment," Minister Do Duc Duy shared and thanked the attention of the leaders of the Party Central Committee, the Politburo, the National Assembly, the Government, Prime Minister Pham Minh Chinh and directly and regularly Deputy Prime Minister Tran Hong Ha for leading and directing the implementation of the project to merge and establish the Ministry of Agriculture and Environment, and directing the development of a draft Decree on the functions and tasks of the Ministry of Agriculture and Environment.
In order for the Ministry of Agriculture and Environment to officially come into operation under Decree No. 35/2025/ND-CP, Minister Do Duc Duy also acknowledged the sacrifices of personal interests of cadres, civil servants, public employees and workers of the Ministry of Agriculture and Environment, working together to overcome all difficulties and challenges to complete the restructuring and reorganization of the apparatus.
"On behalf of the Ministry of Agriculture and Environment, I commend the leaders of the units under the two ministries for their support, sacrificing personal interests, and putting the common interest first to create favorable conditions for the arrangement, reorganization, and consolidation of the positions of heads and leaders of the units under the ministries after the merger," the Minister added.
According to the head of the Ministry of Agriculture and Environment, in a very short time, Party committees, Party organizations, agencies, organizations, and units at all levels, first of all leaders and heads, have been exemplary, proactive, and determined in performing assigned tasks; identified priority work contents and coordinated smoothly in implementation; urgently and proactively deployed work in the spirit of "running and lining up at the same time".
This is a very difficult, sensitive, complicated job that directly affects each individual in each organization; therefore, it always requires solidarity, unity, consensus, and high determination of each party member, cadre, civil servant, and public employee, ready to sacrifice personal interests for the common interests of the agency, unit, industry, and country.
The first Minister of the Ministry of Agriculture and Environment informed that during the merger, a total of 22 heads of units under the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment became deputy heads of the new Ministry. The Minister assessed that this was the result of close coordination, solidarity, and consensus for the common benefit in the process of implementing the project to merge the two ministries, ensuring the requirements under the direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister to put the new Ministry into operation as required.
Key tasks in the coming time
Assessing the establishment of the Ministry of Agriculture and Environment, based on the merger of two ministries: the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, Minister Do Duc Duy believes that this is an important step in implementing the administrative reform strategy, towards a streamlined, effective and efficient state apparatus.
Minister Do Duc Duy emphasized that the merger is not simply a change in organizational structure but also an opportunity to restructure, review and improve efficiency in all aspects of work of both ministries; helping to improve efficiency between environmental protection and agricultural development, between hydrometeorology and natural disaster prevention and agricultural production..., these are all areas that have close, organic relationships with each other...
The instructions of Deputy Prime Minister Tran Hong Ha have set out requirements for the Ministry of Agriculture and Environment in carrying out the political tasks of the sector, contributing to the overall socio-economic development of the country.
On behalf of the Party Committee of the Ministry, the leaders of the Ministry of Agriculture and Environment, and the cadres, civil servants, public employees, and workers of the entire sector, the Minister respectfully thanks and seriously accepts all the instructions of the Deputy Prime Minister; will concretize them into the Programs and Work Plans in the coming time for implementation.
Accordingly, the tasks set forth by Minister Do Duc Duy are:
Firstly, urgently and quickly stabilize the organization of the Ministry after the reorganization; at the same time, perfect the organization and staff of the units under the Ministry, ensuring that all work is carried out continuously and smoothly.
Second, continue to focus on the work of building and perfecting institutions, policies, laws, administrative procedure reform, improving the investment and business environment, identifying this as the breakthrough of the breakthrough. In particular, thoroughly grasp and implement innovative viewpoints and thinking in law making to develop the industry and the country, manage society well and create development.
Third, promptly remove difficulties and obstacles in institutions and policies to clear bottlenecks, to mobilize and effectively use natural resources, especially land resources, to serve the socio-economic development of the country.
Fourth, thoroughly grasp the viewpoint: Economic and social development, environmental protection is the center; identify the environment as one of the three pillars of sustainable development: Economy - Culture - Society - Environment; on that basis, continue to effectively implement the Law on Environmental Protection, create a breakthrough in thinking and action to improve the environment, especially the urban environment, industrial parks and clusters in river basins, craft villages, and rural environment. Actively and proactively respond to climate change and prevent natural disasters.
Fifth, effectively implement national strategies, national planning, sectoral and field planning, especially the Strategy for Sustainable Agricultural and Rural Development for the 2021-2030 period, with a vision to 2050.
Promote market opening, strengthen value chains, production linkage chains, and continue to develop deep processing; focus on building and developing brands and trademarks of Vietnamese agricultural products; promptly adapt to fluctuations in the world economic and political situation; strive to achieve 4% growth in the agricultural, forestry and fishery sector as assigned by the National Assembly and the Government.
Sixth, focus on implementing solutions to complete the goals and tasks of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period; at the same time, research and propose to competent authorities programs, goals, tasks, and solutions for poverty reduction for the 2026-2030 period.
Seventh, promote digital transformation, develop digital resources, and complete the Land Database System connected to the national population database.
Eighth, strengthen the Party's leadership over state management of agriculture and environment. Focus on leading and directing the successful organization of Party Congresses at all levels, towards the 14th National Party Congress.
With 8 groups of tasks set out, Minister Do Duc Duy believes that all cadres, civil servants, public employees, and workers of the Ministry of Agriculture and Environment will continue to promote the valuable traditions of the Vietnamese Agriculture and Rural Development sector and the Natural Resources and Environment sector, unite, work together, and strive to overcome difficulties and challenges.
