Responding to delegate Tran Thi Van (National Assembly Delegation of Bac Ninh Province) about the slow issuance of detailed regulations and guidance on law implementation, Minister of Justice Le Thanh Long said that the debt of slow issuance of documents has long been an issue that has not been completely resolved. The number of documents with debt and delay each year has a certain increase or decrease. However, in 2021, the number of documents with debt and delay increased.
According to Minister Le Thanh Long, in the past, the Ethnic Council and the National Assembly Committees have conducted supervision, and the Secretary General of the National Assembly has also reported on this issue. However, the data is not consistent. Therefore, it is necessary to review and research to ensure compatibility in details.

In general, Minister Le Thanh Long affirmed that the situation of slow and unpaid documents is true. Despite great efforts, there are still some Decrees that have been delayed for a long time and have not been processed, such as the Decree on labor representative organizations and collective bargaining; Decree on administrative sanctions in the fields of fisheries, cyber security, etc.

Providing a solution to this problem, Minister Le Thanh Long said: The Prime Minister has issued a Resolution on a number of solutions to overcome difficulties and shortcomings in the work of drafting legal documents, including regulations to ensure administrative discipline in drafting and promulgating legal documents.
Participating in the questioning session, delegate Hoang Ngoc Dinh (Ha Giang Province National Assembly Delegation) said that the Government has issued Resolution No. 04/NQ-CP on promoting decentralization and delegation of power in state management. However, currently, the legal basis for issuing decentralization documents is only in Article 13 of the Law on Organization of Local Government. In reality, some legal documents assign localities to implement decentralization, some documents do not assign decentralization, so in practice, some problems have arisen.
Accordingly, if decentralization is only implemented within the scope assigned in the legal documents of the Central Government, it will not promote decentralization activities as desired. Therefore, the delegate believes that it is necessary to have a legal document specifically regulating decentralization to create a legal basis for localities to promote this activity, ensuring compliance with legal regulations, consistent with the practical situation of the locality and uniformity nationwide. Responding to questions from delegates regarding resources in law-making, Minister of Justice Le Thanh Long said that currently, there are about 10,000 people working in legal affairs nationwide, of which nearly 7,000 work part-time. There are 89 legal organizations at the central level and 65 legal departments at the local level.
Regarding the legal force, Minister Le Thanh Long said that if compared with the current workload of ministries and branches, it can be seen that the number of staff working in this field is very thin, very few and difficult to meet the requirements. Some ministries and branches have a mentality of not prioritizing the legal field. The Ministry of Justice and the Ministry of Home Affairs are drafting the revised Decree 55, in which the most important thing is to build the title of "legal officer" from which there is a basis for building policies for this team.
