According to the Department of Agriculture and Environment, the domestic water supply system in Phuoc Binh commune, invested by the Board of Capacity Building and Implementation of ODA Water Sector Projects, was completed in July 2020 with a capacity of 420m³/day and night, to provide enough water for 928 households in Phuoc Binh commune. However, after the Center for Rural Water Supply and Environmental Sanitation took over the operation, the water supply situation in Phuoc Binh commune is still unstable in terms of flow. Currently, only 3 out of 6 villages (Gia E, Hanh Rac 2, Bo Lang) have a stable water supply, while the remaining 3 villages (Hanh Rac 1, Bac Ray 1, Bac Ray 2) mainly have to use water from the Cai River.
In addition, the domestic water supply systems invested by the People's Committee of Bac Ai district from 2009 to 2020 also did not operate effectively. With rudimentary treatment technology, not ensuring water quality and hygiene standards, two systems were even damaged and stopped working completely. The difficulty became worse when Phuoc Binh commune entered the dry season. The raw water source from Gia E stream, which is the main source of supply for the system, is decreasing significantly. The situation of some households arbitrarily installing pipes to take water directly from the stream to water crops has made the water source even more scarce, not enough to supply domestic water for the whole commune.
Faced with this situation, the Center for Rural Water Supply and Environmental Sanitation has implemented urgent solutions, including installing an additional 150m of HDPE D140 raw water pipeline to the Gia E stream source to increase the water flow to the three villages of Gia E, Bo Lang and Bac Ray 2 according to the recommendation of the People's Committee of Phuoc Binh commune.
In order to ensure a stable and long-term supply of clean water for the people of Phuoc Binh commune, the Department of Agriculture and Environment has proposed an investment solution to upgrade the capacity of the water supply system from 420m³/day and night to 1,200m³/day and night, ensuring water supply for 4,758 people with a water consumption standard of 120 liters/person/day and night, in line with the domestic water supply planning until 2030. Investment items include the synchronous construction of a raw water supply system (from water intake points, collection pits, extending the pipeline to the upper Gia E stream) and adding a level 1 pumping station to take water from Truong River to ensure water supply in the dry season. At the same time, it is necessary to upgrade water pressure, add clean water flow and upgrade the treatment area to ensure the quality of domestic water. The total estimated cost is about 16-20 billion VND, expected to be mobilized from the Career Development Investment Fund of the Center for Clean Water and Rural Environmental Sanitation in 2025-2026.
During the inspection and survey of Phuoc Binh commune at the end of May, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang directed the need to promptly handle the situation, ensure clean water for the people effectively, avoid waste and make the most of the good machinery and equipment of the old system. Review and research to select the investment area for the new clean water treatment plant and cluster in a convenient central location, with an elevation to ensure a stable source of raw water from the main Ham Reo river (Gia E village). Vice Chairman of the Provincial People's Committee Trinh Minh Hoang assigned the Department of Agriculture and Environment to urgently study and submit to the Provincial People's Committee a specific, feasible, and most effective plan, ensuring the long-term use of the system and calculating the population development trend for synchronous investment. Assign the Department of Finance to allocate capital according to the approved estimate and consider using urgent reserve capital for investment; Bac Ai District People's Committee organized the handover of the water system to the Center for Clean Water and Rural Environmental Sanitation for management to ensure consistency and unity, and discussed with the Department of Agriculture and Environment the project management mechanism after investment. During the implementation process, it is necessary to specifically evaluate the water system, use good items to ensure investment savings, try to invest early to serve people during the dry season, and it is necessary to hire consultants to conduct a thorough survey to have an assessment and proposal to ensure feasibility and highest efficiency.
Hopefully, with close guidance and specific solutions, Phuoc Binh people will soon have a stable source of clean water, contributing to improving the quality of life and developing the local socio -economy.
