Minister Nguyen Kim Son: Do not streamline by mechanically cutting down the number of assigned teacher positions.

Minister Nguyen Kim Son said that there is still a situation where some localities do not recruit all assigned teaching positions, but instead reserve quotas to streamline staffing.

The Ministry of Education and Training has responded to the petition of voters of Hung Yen province sent after the 9th session of the National Assembly.

Accordingly, voters in Hung Yen pointed out that the local shortage of teachers still exists, especially teachers of English, IT, music , and fine arts. If this problem is not resolved quickly, it will cause difficulties in implementing the curriculum and teaching plan.

From there, voters recommended that the Ministry of Education and Training have fundamental solutions to overcome this situation.

Causes of teacher shortage

Responding to this content, Minister of Education and Training Nguyen Kim Son said that recently the Ministry has actively coordinated with the Ministry of Home Affairs to advise the Government to report to the Central Executive Committee to supplement 65,980 teacher positions for the 2022-2026 period.

Although in the 2022-2023 and 2023-2024 school years, the whole country has recruited more than 40,000 teachers.

However, the number of students in the past two school years has continuously increased, leading to an increase in the number of classes and the number of teachers required (in the 2023-2024 school year, the number of teachers required increased by 13,676 teachers; in the 2024-2025 school year, the number of teachers required increased by 22,000 teachers), leading to a shortage of teachers in many localities.

In addition to the increase in the number of students, the current shortage of teachers is due to a number of other reasons.

The attraction to the education industry is still limited due to low income levels, and at the same time, the recruitment source for some subjects such as information technology, foreign languages, and arts is not much because students majoring in these majors have many other career options with higher incomes than being a teacher after graduation.

Furthermore, recruiting teachers for these subjects is also difficult when there is little demand from students to choose, especially for art subjects that require talent.

Teacher recruitment is slow because the process of allocating staff and recruiting teachers in localities takes a long time.

Some localities do not recruit all assigned staff but reserve quotas to streamline staff.

Continue to recruit teachers when arranging the apparatus to implement two-level local government

Faced with the shortage of teachers, Minister Nguyen Kim Son said the Ministry has been and is continuing to implement a number of solutions.

Specifically, direct teacher training institutions to open major codes and organize teacher training according to local needs, ensuring a source of teachers for localities, especially for new subjects and special subjects.

At the same time, direct, inspect and urge localities to recruit teachers to ensure sufficient staff assigned by competent authorities according to Directive 32/2023 of the Prime Minister on continuing to promote fundamental and comprehensive innovation of general education.

The Prime Minister's Office issued a dispatch for localities to continue recruiting teachers when arranging the apparatus to implement two-level local government.

Direct localities to continue reviewing and arranging the school network; piloting the autonomy mechanism for public preschool and general education facilities, and promoting the socialization of education.

Strengthening the leadership and direction role of local Party committees and authorities in solving the teacher shortage.

Along with the Central Government's solutions, the Minister suggested that Hung Yen province not streamline the payroll by mechanically reducing the number of assigned teacher positions.

Recruit teachers to ensure the correct subject structure and sufficient number of positions assigned by competent authorities according to Directive 32.

According to the report, by the end of the 2024-2025 school year, Hung Yen province (including the former Thai Binh) will have 3,938 unused teacher positions.

Along with that, implementing solutions to regulate teachers from places with surplus to places with shortage; attracting teachers to work in localities and arranging funds to implement teacher contracts according to Decree 111/2022 to ensure sufficient number of teachers according to the norms prescribed in Conclusion 91/2014 of the Politburo on continuing to implement Resolution 29.
