Yonhap reported on December 4 that South Korean Defense Minister Kim Yong-hyun had offered to resign after President Yoon Suk Yeol declared martial law. "I have submitted my resignation to the president and take responsibility for any instability caused by the emergency martial law order," Yonhap quoted Mr. Kim's statement on December 4.

Mr. Kim asserted that all soldiers carried out their duties in accordance with his instructions and that the head of the South Korean defense agency must be held accountable. Earlier, Chairman of the ruling PPP Han Dong-hoon called for the immediate dismissal of Minister Kim Yong-hyun, who proposed the declaration of martial law, and stressed that President Yoon must personally explain the details of the incident.

Earlier, on December 4, Yonhap quoted a statement from the South Korean Finance Ministry saying that the agency would take measures to stabilize the economy and financial markets following the instability related to President Yoon's imposition of martial law. The South Korean Finance Ministry added that Minister Choi Sang-mok and other cabinet members had submitted their resignations.

The South Korean National Assembly on December 4 signed a motion to impeach President Yoon for his controversial decision to declare martial law. The motion is expected to be discussed and voted on by the National Assembly later this week. If passed, President Yoon will be forced to suspend his duties and presidential powers will be handed to Prime Minister Han Duck-soo.
