On the morning of November 27, after the delegates discussed, Minister of Finance Nguyen Van Thang explained the opinions raised regarding the draft Investment Law (amended).
According to current law, 234 industries and professions need to apply for a license to do business, many of which can control output by standards and regulations. In the latest draft law amendment submitted to the National Assembly , the Government proposed to reduce 25 industries and professions with conditions, meaning they do not need to apply for a business license. The fields include accounting services, rice export, temporary import - re-export of frozen foods...
However, Finance Minister Nguyen Van Thang said that after reviewing, the agency plans to reduce business licenses for at least 50 industries and professions, which is double the number expected in the draft law.

According to the Minister, based on the report of the Ministry of Finance, the Prime Minister still assigned the Ministry to coordinate with other ministries and branches to continue to request further reductions. The Ministry also proposed more principles for implementing the reductions.
After the law takes effect, the Government will assign ministries and branches to continue amending business conditions, switching to a post-inspection mechanism, controlling by standards and regulations. He affirmed that the goal of this is to ensure full and consistent implementation of the right to freedom of business of people and enterprises.
Previously, delegate Le Hoang Anh (Gia Lai delegation) said that the draft law still has a number of groups of industries and occupations that are mainly about product standards and techniques and it is not necessary to maintain business conditions. He suggested continuing to review and adjust, exempting business licenses for food businesses, because "it is too broad".
He also assessed that the e-commerce group should not include logistics, payments, small platforms and only keep to large-scale platforms with consumer data.
According to him, the group of animal feed, aquatic products, products for environmental treatment of aquaculture, pesticides, veterinary drugs... also do not need to maintain the status of industries and professions requiring business licenses. Because these items are effectively controlled through the mechanism of registration for circulation, testing, quarantine and technical regulations.
In addition, he also proposed adding a three-year periodic review mechanism, and if the profession is no longer suitable, it will automatically expire according to the practices of the Organization for Economic Cooperation and Development (OECD) and many ASEAN countries.
