Finance Minister: Will use AI to scan for tax fraud on e-commerce platforms

Finance Minister Nguyen Van Thang said that in the coming time, the Ministry will increase the use of AI to screen for tax fraud with individuals and organizations with income from e-commerce platforms.

At the National Assembly's question-and-answer session this morning (June 19), delegate Nguyen Huu Thong, Deputy Head of the National Assembly Delegation of Binh Thuan province, raised the issue: Tax management on digital platforms and e-commerce faces many difficulties, tax fraud on e-commerce affects budget revenue.

"This creates unfair competition with businesses, small traders, and supermarkets. Does the Minister have any fundamental solutions to overcome this situation?", Mr. Thong asked.

Responding to delegates, Minister of Finance Nguyen Van Thang said that recently the Ministry has been determined in tax management on digital platforms and e-commerce to avoid losses and ensure equality. Typically, it has issued a series of regulations on electronic invoices, the responsibility of deducting and paying taxes of e-commerce platforms. Or regulations that individual business households can authorize platforms to create electronic invoices and identify invoices for sales via social networks.

The Ministry also operates an electronic portal for tax declaration and payment; especially applying information technology and AI in tax management on e-commerce.

To date, 95% of the population database has been standardized, connected and shared with banks and e-commerce websites. Currently, 158 foreign suppliers have declared and paid taxes, collecting VND23,000 billion in taxes. About 106,000 business households have declared and paid VND1,200 billion in taxes.

Mr. Thang said that tax collection on e-commerce in 5 months increased by 55%, reaching more than 75,000 billion VND. The Ministry of Finance will continue to perfect regulations, clearly define e-commerce activities, identify organizations and individuals doing e-commerce business, guide tax declaration and payment, upgrade electronic portals...

"We will increase the use of AI to screen for tax fraud with individuals and trading organizations that have income from e-commerce platforms and digital platforms," ​​he said.

Minister responds to 'having money but not being able to use it'

Also at the question-and-answer session, delegate Tran Kim Yen, member of the Standing Committee of the Ho Chi Minh City Party Committee, raised the issue that this year the Government set a target of disbursing 100% of investment capital, but the disbursement figure in the first quarter was still low. She was interested in the Government's solution to achieve this target.

Finance Minister Nguyen Van Thang admitted that disbursing 100% of public investment capital this year is a "very challenging" target. The main objective reason is that the disbursement level is often low from the beginning of the year, the public investment process consists of many stages, and if there is only one stage, it will be "stuck". In addition, the supply of raw materials is still lacking, and the capacity of implementation, especially in some localities, has not met the requirements.

The Government and the Prime Minister have identified this difficulty, and have had many telegrams and meetings urging the disbursement of public capital. According to the Government's report, public capital disbursement is low, but Minister Thang said it was due to objective factors because the first quarter of the year had 10 days off for Tet, affecting the disbursement progress. However, in the first 5 months, the disbursement speed has regained its "form", reaching nearly 200,000 billion VND, about 24.1% of the plan. This level is higher than last year (22%). National key projects have all met and exceeded the schedule.

Regarding solutions, the Minister of Finance said that the Government will focus on legal issues in implementing public investment; amend the Law on Public Investment, including increasing decentralization and delegating the authority to handle public project issues to localities. Along with that, disbursement results will be an important basis for classifying the completion of tasks of officials. The Government also established working groups to inspect and work with localities, remove issues and promote disbursement of public investment capital, especially key projects.
