Ministry of Justice launches National Law Portal

On the morning of May 31, the Ministry of Justice officially launched the National Legal Portal. This is an important milestone to increase legal transparency and promote the application of digital technology to effectively serve people and businesses.

The launching ceremony was attended by Prime Minister Pham Minh Chinh, leaders of central and local ministries, branches and the business community at connecting points nationwide. At the Ho Chi Minh City end, comrade Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, attended.

Minister of Justice Nguyen Hai Ninh said that the launch of the National Legal Portal is a concrete result of the direction at the National Online Conference on May 18, 2025, when the Prime Minister assigned the Ministry of Justice to build a national digital system to modernize legal work and improve access to policies for people and businesses. In a short time, with a high sense of responsibility and determination to innovate, the Ministry of Justice and technology and communications units have completed the platform, put into operation a synchronous, friendly and effective digital system.

The National Law Portal is not simply a document search tool. It is a comprehensive digital legal ecosystem, connecting national legal databases, public legal services and social legal aid. The system allows citizens and businesses to search for updated legal documents, contribute comments to draft legal documents, send feedback and recommendations on shortcomings and difficulties in law enforcement and receive transparent and timely feedback in the digital environment. In particular, the system also integrates specialized legal support utilities, connects with a network of lawyers, law firms and provides legal aid for disadvantaged groups.

According to the Minister, in the context of the Government promoting comprehensive digital transformation, the National Legal Portal is a tool to help clearly shift from a passive state of receiving requests to proactively serving people and businesses. Instead of having to go to public agencies, people can just need a few simple steps to learn about legal regulations, send recommendations or access advice in line with the orientation of building a digital government, digital citizens and digital society.

On behalf of the Ministry of Justice, Minister Nguyen Hai Ninh thanked the Prime Minister and ministries, branches and localities for their attention and close guidance throughout the process of building the system. He affirmed that the Ministry of Justice will continue to coordinate with agencies, organizations and enterprises to upgrade features, expand the scope of services, and focus on putting people and businesses at the center of all law-making and enforcement activities.

The launch of the National Legal Portal is not only a technological step forward, but also demonstrates the Government’s political commitment to building a modern, transparent, honest and effective governance system. This is an important part of the institutional development process, contributing to the successful implementation of three strategic pillars: building a rule-of-law state, developing a socialist-oriented market economy and building a democratic and civilized society.

According to the Ministry of Justice, the National Law Portal (access address: phapluat.gov.vn) will be an information channel providing a complete system of legal documents, introducing new legal documents, and an online "legal handbook"; receiving and processing feedback and recommendations from people and businesses on legal documents; applying artificial intelligence (AI) to support and answer legal issues; collecting opinions from people and businesses on draft legal documents; providing legal support for businesses; providing legal aid...

The National Legal Portal is a product of public-private partnership, newly built, integrated with the existing national legal information portals and databases of the Ministry of Justice and legal service databases of law firms, designed with basic, practical and user-friendly features.

In particular, through the National Law Portal, all reflections and recommendations from people, businesses, and local authorities on difficulties and inadequacies stated in legal documents will be answered entirely in the digital environment, ensuring promptness, timeliness, transparency, and clarity.

At the event, Prime Minister Pham Minh Chinh experienced "Legal AI" on the National Law Portal. The Prime Minister asked and received answers about: the authority of the National Assembly, the Government, ministries, branches, and localities on the budget; the authority of all levels on public investment; what institutional bottlenecks need to be resolved to implement Resolution 66 of the Politburo on innovation in law making and enforcement; the most notable points of Resolution 68 of the Politburo on private economic development.

Speaking at the event, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Justice for its determination, great efforts, urgency, and proactive coordination with relevant agencies in just 2 weeks to complete the construction of the National Legal Portal on schedule and in accordance with the assigned tasks.

The Prime Minister hopes that this will be an official destination, a reliable address, a smart interactive bridge and an indispensable companion. This is a great effort of the Government, a step to implement and concretize the Party's guidelines and policies, under the leadership of the Party, directly and regularly by the Politburo, headed by General Secretary To Lam.

In order for the National Legal Portal to operate smoothly and effectively, achieving the set goals and requirements, the Prime Minister requested the Ministry of Justice to continue to coordinate with relevant ministries and agencies to perfect the features, create more information fields of the National Legal Portal; review, supplement, and update information regularly, enrich data; ensure the application operates smoothly and safely, has a smart and friendly interface, "correct, sufficient, clean, and live" data, and provides fast and accurate information.

Along with that, research and update the English language on the National Law Portal and build a system and criteria to measure and evaluate the Portal's performance, such as how many requests from people and businesses are resolved each month.
