The Ministry of Construction has sent a document to the Prime Minister proposing that the Ho Chi Minh City People's Committee be the investor of the Thu Thiem - Long Thanh railway project, to connect and transport passengers from Tan Son Nhat airport to Long Thanh airport.

According to the Ministry of Construction, the early implementation of the railway connecting Tan Son Nhat airport to Long Thanh airport is very necessary. The Ministry of Construction assigning the implementation to Ho Chi Minh City will ensure consistency and synchronization in construction, operation and exploitation, while maximizing the land fund around the project area, increasing the locality's initiative.

The Ministry of Construction proposed that the Prime Minister assign the Ho Chi Minh City People's Committee to preside over the work and reach an agreement with the Dong Nai Provincial People's Committee to assign Ho Chi Minh City as the project's governing body. Once assigned, Ho Chi Minh City will receive all existing research results of the project to continue with preparation and investment.

Regarding capital, when the project is transferred to the locality, investment research will combine urban development according to the TOD (Transit Oriented Development) model in the area, helping to mobilize more resources from the local budget, private capital and attract investors.

The Ministry of Construction also said that according to the new regulations, in case the project is included in the planning approved by the competent authority, when transferred to local management, it will not be necessary to carry out the procedure for approving the investment policy of the public investment project.

The Thu Thiem - Long Thanh railway project is designed according to urban railway standards, transporting passengers from Tan Son Nhat airport to Long Thanh airport through connection with Metro line 6 at Phu Huu station and Metro line 2 at Thu Thiem station.

Metro Lines 2, 6 and the Thu Thiem - Long Thanh railway have all been identified in the planning of Ho Chi Minh City and the railway network. To ensure smooth operation, the projects need to be invested synchronously in terms of time, technology and operational organization.

Through research, the Ministry of Construction forecasts that the travel demand on this route will mainly be from inner-suburban and urban passengers, accounting for about 85-90% of the total number of passengers. By 2050, the route is expected to serve 116-122 million passengers per year.

Based on this, the Ministry of Construction proposed to adjust and transfer the Thu Thiem - Long Thanh route from the national railway to the urban railway and plans to submit to the Prime Minister the dossier to adjust the Railway Network Planning in December 2025.

Long Thanh International Airport is being built in Dong Nai Province and is expected to be the largest airport in Vietnam when completed with a designed capacity of up to 100 million passengers per year. According to the plan, the project will be basically completed, ensuring standards and conditions for inauguration according to regulations on December 19, 2025.
