Recently, in some localities in urban areas or residential areas near industrial parks, export processing zones, economic zones, etc., there has been a situation where households and individuals have taken advantage of the lax management of authorities to build multi-storey, multi-apartment houses or build rooms for rent without complying with the provisions of law on construction and fire prevention and fighting.
The Ministry of Construction said that the above constructions were not built according to planning, were built without permits, were built without permits, did not meet fire prevention and fighting standards, and were arbitrarily designed to raise floors and arrange houses into many apartments for the purpose of renting, buying, selling, transferring...
This has led to many consequences such as: increasing population density, overloading the technical infrastructure system, social infrastructure, traffic infrastructure, not ensuring environmental sanitation, affecting the security and order situation of the locality, disrupting planning, disputes and lawsuits between buyers and sellers due to failure to issue certificates of ownership..., especially violating regulations on fire prevention and fighting, leading to a high risk of fire and explosion in the community, typically the recent fire at house number 37, alley 29/70, Khuong Ha street (Khuong Dinh ward, Thanh Xuan district, Hanoi ), causing very serious damage to people and property.
The Ministry of Construction requested the People's Committees of provinces and centrally-run cities to direct competent agencies to strengthen inspection and examination work to detect and strictly handle violations of construction order, fire prevention and fighting by related organizations and individuals...
On that basis, the Ministry of Construction requests the People's Committees of provinces and centrally run cities to direct the Department of Construction to coordinate with local authorities to urgently review all completed multi-storey and multi-apartment individual housing projects to detect violations of construction order, especially violations of fire prevention and fighting; have solutions to separate parking areas from residential areas and have separate escape routes; invest in appropriate fire prevention and fighting equipment; arrange for healthy and experienced people to manage and operate the building.
At the same time, strictly handle violations of relevant organizations and individuals according to the provisions of law.
For the above-mentioned projects, when newly constructed, local competent authorities must strictly control compliance with legal regulations on planning, construction, fire prevention and fighting, management of construction licensing, quality management, and construction order management according to regulations.
The standards for detached housing are very clear.

Including criteria suitable for the purpose of land use according to land use planning; ensuring safety for the construction; meeting environmental requirements, fire prevention and fighting, ensuring safety of technical infrastructure; having a design that complies with standards and regulations, meeting requirements on functionality, ensuring safety during use, etc.
Currently, according to the provisions of Article 9 of Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government, the construction of individual houses of households and individuals must comply with the following regulations: If the construction of a house without a basement, with a total floor area of less than 250 m2 or less than 3 floors or with a height of less than 12m, the investor in the construction of individual houses is allowed to organize the design and construction of the project;
