As a highland locality, Bum To commune is at high risk of being affected during the storm season.

Bum To commune is the main residence of the La Hu ethnic group with more than 870 households in 7 villages. Right from the beginning of the rainy season, Bum To commune has focused on implementing the instructions of the province and district on natural disaster prevention, control and search and rescue. Propaganda work has been promoted in many flexible forms, suitable for the highland conditions such as village meetings, mobile radio, direct guidance... helping people raise awareness, proactively respond to dangerous weather phenomena such as tornadoes, hail, flash floods, landslides. Commune officials coordinate with village chiefs to closely monitor the weather situation, regularly notify and remind people to take measures to brace houses, reinforce roofs, and collect items that are easily blown away by the wind to minimize possible damage.

Bum To commune authorities actively propagate to people to proactively prevent natural disasters and protect property and lives.

One of the key solutions implemented by the commune is to relocate residents out of high-risk areas. In 2025, the commune relocated 73 households with 301 people in Cha Di village to new, safe places with basic infrastructure and convenient for living and production. This not only contributes to protecting people's lives and property but also demonstrates the government's close concern for community safety, raising people's vigilance and proactive response to natural disasters.

In the resettlement area, the commune continues to promote disaster prevention measures such as solid roofing, house tying, using sturdy materials and planting windbreak trees. For households that have not fully implemented the measures, the commune organizes regular inspections and reminders. At the same time, the commune sets out clear regulations: if any household does not properly follow the disaster prevention instructions, when an incident occurs, it will not be considered for damage support.

In addition to the close guidance from the government, it is worth noting that people's awareness has been significantly improved. Many villages have established self-management groups and support groups for on-site natural disaster prevention and control. Experienced people have proactively instructed people on how to tie down and handle situations when there is heavy rain and strong winds. The atmosphere of preparing for natural disaster prevention and control has been implemented seriously, urgently but responsibly and unitedly.

With proactive prevention, flexible response and decisive leadership, Bum To commune is one of the leading localities in Muong Te district in natural disaster prevention and control. These tireless efforts have contributed to protecting the peace of the people, maintaining stable life and developing the local economy and society.
