On January 6, 2022, the Prime Minister approved the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (referred to as Project 06).
The general objective of the Project is to apply the National Population Database, electronic identification and authentication system, and electronic chip-embedded citizen identification cards (CCCD) in the national digital transformation process in accordance with the National Digital Transformation Program to 2025, with a vision to 2030.
Project 06 aims to serve 5 groups of utilities: Serving administrative procedure settlement and providing online public services; serving economic and social development; serving digital citizens; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving the direction and administration of leaders at all levels.
In short, with Project 06, the VNeID application or the electronic chip-embedded CCCD card will gradually replace citizens' documents in a number of transactions as prescribed by law, providing public services, commercial services serving citizens' digital utilities such as residential services, e-commerce, e-payment and other services such as social insurance and health insurance.
On the basis of connection and sharing between the National Population Database and other national databases, existing specialized databases such as education data, business data, tax data... procedures serving citizens and businesses will be guaranteed to be resolved accurately, conveniently and safely.
Not only that, user accounts are authenticated to ensure that they match the identity of each citizen, creating transparency and limiting fraud and scams in cyberspace.

On October 10, 2023, the Ministry of Public Security held the second national online conference on Digital Transformation in the People's Public Security in 2023 to the Public Security of 63 provinces and centrally-run cities. In particular, related to the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06).
The Ministry of Public Security said that in 2023, the Ministry will expand and complete the infrastructure of the public security sector's wide-area computer network, invest in upgrading, designing, and deploying a network system using MPLS technology (Multiprotocol Label Switching - multiprotocol label switching allows data forwarding to help speed up and manage network traffic flows) to replace the old technology currently in use; coordinate with VNPT Group to upgrade the capacity of data transmission channels serving local police.
At the same time, deploy security software connection from the National Population Data Center to 63 provincial and municipal police departments, 705 district-level units, and 10,611 commune-level units.
In addition, the Ministry of Public Security also approved the investment policy for the project to deploy the construction of a common data integration and sharing platform (LGSP) and is expected to be completed in 2023. The work of ensuring network information security, network security, cooperation, training, and human resource development is being implemented effectively, substantially, and in depth.
Regarding the implementation of public services, the Ministry of Public Security has coordinated with the Government Office and ministries, branches and localities to officially deploy 02 interconnected public services "Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; Death registration, permanent residence cancellation, funeral support, funeral allowance" from July 10, 2023.
For the group of economic and social development utilities, the Ministry of Public Security provides data cleaning services for banks (CIC) with a total of 42 million data; provides data cleaning services for 3 telecommunications networks (VinaPhone, Viettel, MobiFone) with 120 million authentication requests online; more than 12,500 medical examination and treatment facilities deploy medical examination and treatment using chip-embedded Citizen Identification Cards integrated with health insurance (reaching 98.2%).

In the past time, the Ministry of Public Security has issued over 83.76 million chip-embedded citizen identification cards to citizens; collected over 61.3 million electronic identification records, activated over 39.3 million accounts; coordinated with the Ministry of Finance to connect and deploy the use of electronic identification accounts on the electronic tax application.
Regarding digitalization to create shared data, the Ministry of Public Security connected with 15 ministries, branches, 1 state-owned enterprise (EVN), 3 telecommunications enterprises and 63 localities; received a total of nearly 1.2 million requests for information lookup and verification.
Currently, the Ministry of Public Security has completed providing 224/224 online public services under its authority on the Ministry of Public Security Public Service Portal, including 11 essential public services under Project 06; the rate of online public service records reached 78%.
Speaking at the conference, Minister To Lam stated that after 1 year of implementing digital transformation in the People's Public Security, the police force has provided many utilities for people and businesses, saving time and travel costs; publicity and transparency contribute to preventing negativity and petty corruption, thereby building, creating and exploiting data to create good results.
The population database is guaranteed to be “correct, sufficient, clean, alive” and is increasingly “enriched” to serve population management, creating a foundation for building a professional database, meeting the requirements of crime prevention; Government policy making; taking care of people’s health, ensuring social security, promoting education development, cashless payments… affirming its role in creating a foundation for the development of digital government, digital society, digital economy.
Digital transformation will bring many practical benefits to people and businesses.
In order to achieve even better results in the implementation of digital transformation in the People's Public Security in the coming time, Minister To Lam suggested that leaders of public security units and localities need to continue to strengthen leadership and direction to include digital transformation content in resolutions, making it a regular plan and task in the unit.
Seriously implement Resolution No. 13 of the Central Public Security Party Committee on strengthening leadership to promote the implementation of Project 06 in the people's public security force, especially the upcoming review of 1 year of implementing Resolution 13.
Also on the recent National Digital Transformation Day (October 10), Prime Minister Pham Minh Chinh emphasized that 2023 is the year of National Digital Data, with the message "Creating and exploiting digital data to create value", the Prime Minister requested ministries, branches and localities to focus on perfecting mechanisms and policies for digital infrastructure, digital platforms and digital human resources to promote stable and sustainable development of digital data.
Promoting data creation through the implementation of construction, development, connection, sharing, and exploitation of national and specialized databases is an important factor in digital transformation, serving socio-economic development, and creating new values.
“ Ministries, sectors and localities need to join hands to remove bottlenecks in the implementation of Project 06 and determine that this is the decisive factor for all success of national digital transformation in the coming time, bringing practical benefits to people and businesses, ” the Prime Minister noted.
The Prime Minister also requested ministries, branches and localities to continue to promote investment in developing, upgrading and modernizing digital infrastructure, especially shared infrastructure, payment infrastructure, credit information infrastructure, etc.; ensure computing capacity, transmission, stability, reliability and safety in building digital database systems; improve the quality of online public service provision through process restructuring and reusing available data.
At the same time, promote the digitization of records and results of administrative procedure settlement; build and effectively operate the administrative procedure settlement information system at the ministerial and provincial levels to meet the requirements of digitization and data reuse; connect, integrate and share with the National Public Service Portal and national and specialized databases.
“ Providing online public services must be centered on people and businesses, creating convenience and reducing compliance costs ,” the Prime Minister reminded.
Prime Minister Pham Minh Chinh also directed that it is necessary to support businesses to actively transform production and business activities into the digital environment, ensuring harmony of interests between the State and businesses.
With the view that investing in research and development of digital technology, especially digital data, is an investment for the future, the Prime Minister suggested that Vietnamese digital technology enterprises focus on researching and developing digital technology solutions to create sustainable values in data creation and exploitation; focus on investing in research and development (R&D); strengthen international cooperation, search for and discover modern models, technologies and solutions, and apply them appropriately in Vietnam.
