Ca Mau determined to disburse capital for national target programs on schedule

On the afternoon of October 20, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee for the implementation of national target programs in the province, Le Van Su, chaired a thematic conference on the situation and progress of the implementation of national target programs in the province.

According to the report of the Department of Finance, the implementation of the National Target Programs in the province (Programs) has been directed promptly; after arranging the organization of the local government apparatus at 02 levels, the Steering Committee for the implementation of the National Target Programs in the province has been completed; in which, specific tasks have been assigned to members to create unity and consistency in leadership and direction of implementation from the provincial to the communal level. The total capital plan allocated for the national target programs is about 1,290 billion VND; by October 8, over 630 billion has been disbursed, reaching over 49%.

Regarding the National Target Program on New Rural Construction, up to now, 43/55 communes have met the new rural standards, reaching 78.18%; 03/43 communes have met the advanced new rural standards, and 01/03 communes have met the model new rural standards. The total capital plan for 2025 to implement the program is 889,960 billion VND; by October 8, 534,017 billion VND has been disbursed, equal to 60% of the capital plan.

The national target program for sustainable poverty reduction has a total of 06 projects, with 10 sub-projects implemented in the province. The total capital plan for 2025 to implement the program is 209,744 billion VND; by October 8, 33,857 billion VND had been disbursed, equal to 56% of the capital plan. By the end of 2024, the total number of poor households in Ca Mau province (after consolidation) was 4,471 households, accounting for 0.84%. Thus, after 04 years of program implementation, 16,595 poor households have been reduced; a reduction rate of 3.12%.

The conference was connected online to the bridge points of communes and wards in the province.

The implementation and organization of the National Target Program on Socio -Economic Development of Ethnic Minority and Mountainous Areas in the province has so far basically met the progress and targets set out in the plan. The target of reducing the poverty rate of ethnic minority households in the whole province by 2% or more each year has been completed; for areas with particularly difficult conditions, it is 3% or more. The total capital plan for 2025 to implement the program is 190,738 billion VND; by October 8, the whole province has implemented and disbursed a total of 69,528 billion VND, equal to 45.43% of the plan.

The conference analyzed and pointed out the difficulties and obstacles in the implementation of the programs up to this point. One of the shortcomings that most delegates said was the low disbursement rate of capital for the programs because after the merger of the capital import of the two provinces, the identification of the advisory agencies and units was still inadequate, affecting the program implementation budget as well as the overall progress. Thereby, delegates proposed many solutions to overcome the difficulties, especially focusing on prioritizing leadership, direction and organization of capital disbursement in the soonest time; ensuring the implementation of the programs to achieve progress according to the set plan.

At the conference, the representative of the Department of Home Affairs reported on the emulation work to implement the National Target Programs in the province. Up to now, the emulation atmosphere has been spread enthusiastically, attracting many participants. Units and localities have identified and specified the emulation criteria, set goals, implementation methods and standards, and forms of rewards according to their authority.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Van Su requested units and localities to be determined to disburse funds according to the Central's policy to reach 100%. Units that are investors must review, actively guide, and promptly handle the allocation of capital sources in programs that are "blocked". Urgently have a plan to transfer allocated capital sources, especially to the right subjects and ensure feasibility in disbursing capital sources from now until the end of the year.

For units with low disbursement rates, Vice Chairman of the Provincial People's Committee Le Van Su assigned the Department of Agriculture and Environment and the Department of Ethnic Minorities and Religions to synthesize, find the causes and make a working plan to find solutions to remove difficulties for each unit and locality and must complete before October 30, 2025. Continue to monitor and update implementation results in units facing difficulties, closely monitor the situation and report to competent authorities according to regulations.

Regarding the emulation movement to implement the National Target Programs in the province, Vice Chairman of the Provincial People's Committee Le Van Su assigned the Department of Home Affairs to review the implementation in the spirit of the province's direction, paying special attention to communes in Bac Lieu (old) to deploy evenly throughout the province after the merger.
