Ca Mau overcomes difficulties and synchronously deploys tasks for the 2025-2026 school year

On September 24, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan and leaders of the Department of Education and Training chaired a direct and online conference with departments, branches and localities to promptly remove obstacles for educational institutions; deploy the project of teaching 2 sessions/day, organizing boarding schools, and at the same time promote investment in clean water systems, toilets and facilities to serve the new school year.

The education sector of Ca Mau province currently has 764 units and schools; the total number of management staff and teachers is 24,266 people. As of September 23, the rate of schools meeting national standards reached 86%.

In recent times, with the attention and direction of all levels, the Department of Education and Training has promptly and proactively issued documents directing affiliated units and schools and coordinated to guide and resolve difficulties and problems in State management of education when operating the 2-level local government model; focused all resources, organized urgent and drastic implementation, ensuring necessary conditions for the opening ceremony and deployment of tasks for the new school year.

In addition, the Department of Education and Training has also issued a plan to implement the Project of teaching 2 sessions/day, organizing boarding for public preschool and primary schools; actively implementing the construction of new and repaired toilets according to the plan; at the same time, proposed to arrange new investment funds, repair clean drinking water systems and facilities of schools.

Besides the advantages, the Education and Training sector also faces many difficulties, mainly due to the limited capacity of a number of commune-level cadres and civil servants, who have not yet promptly grasped the work requirements after organizing the 2-level local government model; many new regulations have been issued and amended, in some cases inconsistent and overlapping; facilities in many places are degraded, especially toilets and clean drinking water systems; equipment for teaching and learning according to the 2018 general education program has not been fully equipped... From there, it affects professional work, as well as teaching activities of teachers and learning of students.

At the conference, delegates focused on exchanging ideas to remove difficulties and obstacles in performing tasks for the Education and Training sector, revolving around coordination and speeding up investment progress, repairing toilets; investing in upgrading and repairing facilities, purchasing equipment; managing and using funds, paying regimes and policies for cadres and teachers...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the Department of Education and Training to review, synthesize, and classify difficulties and problems, as a basis for the Provincial People's Committee to direct departments and branches to advise on handling according to regulations, creating conditions for the Education and Training sector to perform well its assigned tasks.

In the coming time, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the Department of Education and Training; departments, branches, units and localities to continue to review and have plans to arrange the school and class system to suit the 2-level local government organization model, especially the arrangement of separate points; arrange, assign and organize the recruitment of teachers associated with training, fostering, improving qualifications, ensuring sufficient standards to meet the requirements of teaching work; continue to review and accelerate the progress of new investments, upgrading and repairing facilities and equipment serving teaching and learning, ensuring conditions to serve the 2-session/day teaching project; strengthen management and use of funds closely and appropriately, closely following the assigned budget, not allowing imbalance; regularly maintain and repair assets and facilities; review the boarding needs of each school and each locality to organize accordingly; rectify the implementation of collections at the beginning of the school year, ensure correct and full collection, avoid overcharging.

To speed up the implementation of the task, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan assigned the Department of Finance and the Department of Construction to provide guidance on standards, technical regulations, procedures and investment procedures for upgrading and repairing facilities for the Education and Training sector to implement; the People's Committees at the commune level assign and arrange staff in charge and advise in the field of education and training to meet the requirements.

In addition, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the Department of Education and Training to advise on the synchronous and comprehensive implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; enhance the spirit of innovation and creativity, promote digital transformation in organizing and implementing tasks; continue to review, evaluate, and promptly propose to competent authorities to issue new, amend, and supplement regulations, regimes, and policies to ensure synchronization, efficiency, and create breakthroughs in education and training development in the province in the coming time.
